  1. EVSE Embedded Metering Guide ProjectNEMA 5EVSE Submetering WG: Chairman: Ken BrownProgram Manager: Andrei Moldoveanu

  2. EVSE Embedded Metering Guide Project • ANSI EVSP 2013 identified the following: • Gap: Standardization of EV sub-meters. Standards for EV sub-meters, including embedded sub-meters, need to be completed to address performance, security/privacy, access, and data aspects.

  3. EVSE Embedded Metering Guide Project • NEMA EVSE Section: 20 members representing a large part of the market • The Section started a project to address the ANSI EVSP gap • Focus on EVSE embedded meter (EM)

  4. EVSE Embedded Metering Guide Project • Developing a guide of requirements responding to two major regulatory inputs: • For public stations: NIST Handbooks • 130 Method of sales • 44 Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Devices; • For residential applications: • CPUC Strawman for PEV Submetering Protocol

  5. EVSE Embedded Metering Guide Project • The WG started listing similar requirements in related codes, standards and regulations. Includes hardware and communications • Identified potential gaps • Evaluated what SDO is best addressing them (SAE, ANSI C12, NEMA, NIST, NEC, UL, etc.).

  6. EVSE Embedded Metering Guide Project • Results: • ANSI C12 can be only partially used. EVSEs are self contained products with metering functions • Embedded metering required a substantive review of performance definitions and testing procedures.

  7. EVSE Embedded Metering Guide Project • 2 major sections: • Commercial EVSE Applications • Commerce • Residential EVSE Applications • Non-commerce

  8. EVSE Embedded Metering Guide Project • Commercial: • Harmonized with NIST & NCWM • Assisted with type, permitting and regular inspection requirements • Working towards a self-certification program to help W&M inspectors

  9. EVSE Embedded Metering Guide Project • Non-commercial: • Harmonized with the SAE Communication and portions of ANSI C12 • Input from the CPUC • Optional accuracy levels • Proposed field testing similar to Commerce derived test

  10. EVSE Embedded Metering Guide Project • Residential • NEMA is writing the requirements in the Guide, then plans get the document approved as an ANSI standard for metrological performance testing with contribution from stakeholders • Using the ANSI standard NEMA intends to create a stringent self-certification program for the metrological performance
