Introduction to the PSDF project • National Minister of DRDLR in terms of legal mandate commissioned drafting of PSDF in collaboration with Department of the Premier and Free State COGTA. • Premier of the Free State endorsed the PSDF project on 16 Nov 2011. • FOHOD approved PSDF process on 26 November 2012. • DRDLR facilitated procurement process in collaboration with Department of the Premier and COGTA to appoint a service provider.
What is the Free State PSDF ?? • Provincial spatial and strategic planning policy that gives effect to all applicable contextual directives and traditional local knowledge in a defined place and enables integrated spatial planning at all spheres of government. • Spatial and strategic supplement to the FSGDS with specific reference to the Provincial Strategic Growth and Development Pillars. • Spatial and strategic directive that indicates: • - What type of land-use should be undertaken at any particular location. • - How such land-use should be undertaken. • - Who should undertake or facilitate such land-use.

Fundamental principles • Long-term viability of economic activities depends on the sustainability of the resource base and the supporting environment. • Resource use can only be sustainable if the ethic of environmental care applies at all applicable levels. • Sustainability to be enabled through sustainable development, i.e. development that promotes human-well-being and environmental integrity through efficient use of resources (capital).
Provincial SPC plan is to serve as a basis for detailed designation at the district and local level in accordance with defined Sub-Categories. • Municipalities are allowed to adapt the Sub-Categories to cater for local, site-specific circumstances • Include all land zonings that are provided for under the existing zoning scheme regulations. SPISYS is an information system comprising integrated components for collecting, storing and processing data and for delivering information, knowledge and digital products. • Combines hardware, software, infrastructure and trained personnel organised to facilitate effective land-use planning through implementation of the SPCs and Sub-Categories. • Standardises spatial data to promote use of spatial information for end-users. • To be used by all concerned, including all spheres of government, planners, developers, sectoral institutions, and the b community.
