  2. Universal Basic Education In PNG, this is nine years of education where students learn basic functional literacy, numeracy and general knowledge, that they can apply in their lives when they complete grade eight in the primary school level.

  3. Universal Basic Education (cont) Universal Basic Education in PNG is: 3 years of elementary education (E Prep, E1 and E2); and 6 years primary education (Grades 3-8).

  5. Universal Basic Education (cont) NDOE’s Goal: The provision of education for all children and their retention in school so they can complete the full cycle of basic education (EPrep-Grade 8), is being addressed by the appropriate education authorities at this point in time.

  6. Universal Basic Education (cont) However, there is still a lot of room for improvement. It is estimated that 500,000 children aged 6-12 do not go to school at all at this point in time, and many others drop out of schools before they complete grade 8.

  7. Secondary Education Selected grade eight graduates progress to grade 9. • Some Secondary Schools offer only Grades 9- 10; • Some Secondary Schools offer Grades 9 -12; and; • National High Schools offer only Grades 11-12.

  10. Secondary Education (Cont) Enrolment in secondary schools has increased since the education reform began However, it is not certain where all the grade 10 and 12 graduates go after secondary education.

  22. Solution for Limited Space • Expand/Increase capacity of the distance education mode of education delivery • Already utilised by Flexible Open Distance Education (FODE) provincial centres around PNG to offer secondary courses.

  23. Solution for Limited Space (cont) • UPNG has Open University Campuses in most of the PNG provinces. • Other tertiary institutions also offer some distance education courses to their students.

  24. Assessment However this mode of course delivery is not yet a culture in PNG. Many students still prefer to stay on campus and do their courses. This is an expensive exercise for both institutions, and for those students who have to pay for their own tuition and boarding fees.

  25. Suggestion FODE and Tertiary Institutions need to strengthen and increase this mode of course delivery to allow for greater access to courses on demand, and also appropriate and needed courses to build up PNG’s manpower resource.

  26. Food for Thought ‘…the wealth of this country is not the copper but the miners…’ (President of Chile, 2010) At 7.30 am today (PNG time) 25 of the 33 trapped miners had been brought to the surface.

  27. Encouragement Being rich does not only mean a lot of material things. It includes richness in manpower resource. In our various capacities, what can we all do to assist to build up needed PNG’s manpower resources??
