Properties of the new tools • User-friendly (familiar, easy to fill in) • Easily adjustable at country level • Can be adjusted for L3 as well as for smaller or longer term complex emergencies • Partners want to fill a template in (can be adjusted for intra-agency reporting, useful for partners) • Provide all necessary for CC information, but not more than needed • Address cross-cutting issues (gender, age, HIV) • Number of beneficiaries always specified • Both programme and results oriented • Give some monitoring of quality of programs
How to adjust to country context • Indicators should be linked to strategic objectives of a cluster / sector • Number of indicators should be minimised to focus on priority areas
