Commercial Operations Subcommittee (COPS)Update to RMS11/1/2016
ERCOT Reports IT Report • Market Data Transparency IT systems met all SLA targets • 9/2/16-9/10/16 – A subset of 48 Hour DAM and SCED Energy Curves Reports posted with null data as a result of the R4 application release – The impacted reports were rerun and reposted to the MIS on 9/16/16 • Several issues impacted the publishing of reports and extracts to the MIS: 9/1/16 Planned Maintenance (Routine database patching) 9/8/16 Network issue impacting EMS and MMS 9/10/16 Network issue impacting EMS and MMS, Site Failover 9/19/16 Site Failover • 9/26/16 – Outage Scheduler User Interface browser compatibility issue; IE 11 to be used in Default mode, as opposed to Compatibility mode; More information to come on an ERCOT maintained Configuration Guide
ERCOT Reports Q3 Settlement Stability Report (Included in Appendix) • Price corrections for OD 7/7/2016 were due to an EMS system issue • 4 Disputes Granted, 25 Disputes Denied and 5 Disputes Open (Number of disputes open is shown incorrectly as 0 in the report) • Load volume estimated for Final Settlement peaked at < 0.25% • ESI ID count estimated for Final Settlement peaked at < 0.06% • Net Allocation to Load (Understated due to ERS settlement not being paid out yet for Q3): • July: $0.33/MWh • August: $0.42/MWh • September: $0.30/MWh Note: The month of June 2016 ended up at $-0.02/MWh due in large part to the low cost for Ancillary Service Settlement and the high Balancing Account payout.
ERCOT Reports Adjustments to August 2014 - May 2016 CRR Auction Revenue Distribution (CARD) Amounts • Disqualification event caused past Pre-assigned CRR Auction Revenue Distribution amounts to be voided • Resulted in a net increase of the CARD • Miscellaneous invoice issued with no corresponding extract • Final CARD extracts and Market Notices adjustments per month can be used to shadow settle (manual intervention required) • Because this will most likely be a recurring event, COPS will consider proposing a better solution for settlements
PRS Referral NPRR794, Relocation of Unregistered Distributed Generation (DG) Reporting Requirements NPRR794, in conjunction with COPMGRR044, relocates Unregistered DG reporting requirements from the Commercial Operations Market Guide to the Protocols. ERCOT Comments correct several Section titles in the language that refer to Unregistered Distribution Generation Reporting to correctly refer to Unregistered Distributed Generation Reporting. • CSWG reviewed NPRR794 at their September 19, 2016, meeting – CSWG participants had no concerns • COPS reviewed NPRR794 and ERCOT’s Comments at their October 12, 2016, meeting – COPS supports NPRR794 and ERCOT’s Comments
COMMUNICATIONS AND SETTLEMENTSWORKING GROUP (CSWG) Clarification of different types of price adjustments and their impact on Settlements • NPRR696 established a price correction policy which uses the last good price for the intervals covering the first 15 minutes following a SCED failure; Not a concern for performing settlements • “Price Correction” – Posts to MIS within 48 hours, before Initial Settlement; Not a concern for performing settlements • “Price Change” – A change to a settled price and included in the Settlement Stability report; Important for settlements because there is currently no versioning of prices, while all other billing determinants are identified by version, prices, because they are an input to the ERCOT settlement system, are always shown as Channel 1 The CSWG will be working to propose changes to better incorporate price changes into the settlement versioning process.
COMMUNICATIONS AND SETTLEMENTSWORKING GROUP (CSWG) Options for High Priority Extracts: Related to the question “Do we need a Settlement SLA?” • No Change • Add more detail to the monthly Extract Incident Report (Missed Postings Report is really “Skipped Posting” not a “Missed Deadline”) • Targeted Market Notices – Notice_Settlements and Notice_Extracts_Wholesale Exploders Initially, the CWG will focus on option 2, adding more detail to the Extract Incident Report.
COMMUNICATIONS AND SETTLEMENTSWORKING GROUP (CSWG) Archived Market Notices FYI, ERCOT has an internal effort underway to address complaints that the external site where notices are archived isn’t user friendly. ERCOT has targeted implementation by the end of the year. Enhancement features include: • Ability to review market notices sent over the last week, month, etc. • Ability to search by certain criteria, e.g. notice time, exploder, and to perform wild card searches for words contained in the notices • Removes requirement to subscribe to an exploder to view notices
Market Data Working Group (MDWG) ERCOT Data Strategy and MIS Changes Visibility • ERCOT staff is evaluating their data strategy, including data products, internal and external customers, information lifecycle management and MIS Changes Visibility • MDWG will be one of the forums from which external input will be collected • To follow-up on the MIS Changes Visibility problem statement, an MDWG subgroup is drafting a whitepaper
Market Data Working Group (MDWG) Upcoming MIS Changes • R5 (November 1-3, 2016) • MIS Link changes • 2021 GINR Screening, Steady-State, Short-Circuit and Facilities Reports • 2021 GINR Stability and SSO Reports • 2017 Regional Transmission Plan Postings • Outage Scheduler Equipment List MOTE • Changes to Ancillary Services Capacity Monitor display and System Parameters web service • R6 (December 6-8, 2016) • Changes to Load Forecast Distribution Factor Report publishing frequency • QSEs in ERCOT Region report automated and published to MIS
Market Data Working Group (MDWG) Daily Grid Operations Report • Will be rolled out in an incremental fashion • ERCOT will determine the data organization • New NOGRR coming mid-2017 • Impact Analysis revised to $50k - $100k Reports to be Automated • Effort is winding down • Assignment conclusion report will be presented to TAC API “Quick Start” Guide FYI, ERCOT is preparing an API “Quick Start” Guide for Market Participants. The Guide will provide updated documentation for setting up automated processes to query the MIS (Including code samples). The MDWG will be reviewing the draft document before it is published.
The next COPS meeting is scheduled for November 9, 2016 Questions?
