  6. Ties to Hawaii • Flag • Anglo-Franco Proclamation of November 28, 1843 • Recognized the Hawaiian Islands as a sovereign nation capable of governing itself and conducting business with other sovereign nations. • Promised not to take over Hawaii as a protectorate, territory or any other entity.
