Outline How’d we get here Project selection/design guidance SPV highlights Still to come
How’d We Get Here? • 2013 pilot projects • IH-43 Ozaukee Co. • USH 63 St. Croix Co. (x2) • STH 179 Crawford Co. • STH 29 Brown Co. • STH 153 Marathon Co. • Spec revisions • 1 ¼ – Inch BAD • Mill/Pulverize and Relay • STH 47 Vilas Co. • USH 51 Lincoln Co. • STH 73 Wood Co. • STH 29 Marathon Co. • Fishel Road Forest Co.
ProjectSelection – BaseAgg. Dense • HMA surfaced mainline • AND QMP Subgrade and/or Subgrade improvement • AND 30,000 tons+ • Between 2010 and 2013 • 17% of all let projects • 31% of HMA projects • 54% of HMA projects with 1-1/4” base agg.
Project Selection - Mill/Pulv.& Relay 5 • Minimum Mill and Relay or Pulverize and Relay Quantity of 40,000 SY • Between 2010 and 2013 • 3% of all let projects • 43% of pulverize and relay projects • 56% of mill and relay
Special Provision – Highlights 6 • QC plan • IA requirements • Personnel requirements • 93% of target density • Test frequency • “Failing” test/corrective action • Measurement and payment
QC Plan Requirements Organizational chart Communication process Source locations list (1 ¼” spec only) Stockpiling and hauling methods (1 ¼” spec only) Process control problem resolution process QC lab, sample, and documentation storage locations Estimate of locations and calculated quantities to be tested under this provision.
Misc Requirements • Personnel • HTCP Nuclear Density Technician I • Or ACT certified technician • IA • According to the Department’s independent assurance program
Target Density Determination • 1 ¼ - Inch Base Aggregate Dense • ≤20% Recycled Material • Modified Proctor Max Dry • >20% Recycled Material • Mod. Proctor Max Wet • Mod. Proctor Max Dry • Control Strip • Mill/Pulverize and Relay • Control Strip
Test Frequency – QC/CA • 1 ¼ - Inch Base Aggregate Dense • Density – 1 per 1500 tons • Gradation – 1 per 3000 tons • Proctor – initial and then if trigger met • Mill/Pulverize and Relay • Density – 1 per 3000 tons • Proctor – initial and thenif trigger met • CA – Optional Information • Process control decisions • Troubleshooting • Limiting liability and/or corrective action limits
QC/CA – Proctor Triggers • 1 ¼ - Inch Base Aggregate Dense • Gradation change > 10.0% • Source change • Recycle material blend change > 10.0% • Density > 103% on two consecutive measurements • If using control strips; thickness change > 2.0 inches • Mill/Pulverize and Relay • Layer thickness change > 2.0 inches • Density > 105% or <90.0%; AND outside of range of 10 avg control strip shots; on three consecutive measurements
QV Frequencies • Density and gradations • 30% of Contractor Frequency • Target densities; • Same triggers as QC • Control Strips • QV person must be present and verify sufficient compactive effort (including addition of water) • Will use same value as contractor
IA Highlights • Evaluate QV and QC sampling and testing • May include one or more of the following: • Split sample testing • Proficiency sample testing • Witnessing sampling and testing • Test equipment calibration checks • Additional sampling and testing
Measurement and Payment 1 ¼ - Inch BAD; Tons Mill/Pulverize and Relay; SY Water; MGal
Still To Come 16 • Facilities Development Manual guidance – March 2014 • Project selection guidance • Water bid item • 10 – 20 gallons per ton 1 ¼ - Inch BAD • 3 – 6 gallons per SY Mill/Pulverize and Relay • Revisions – Fall 2014 • Conversion to STSP – Spring 2015
