The Changing State of the NPS Program • New Advances in Technology, knowledge, investments and Investors (Both Public and Private), Policies and Policy Actors (State, City, County, District…), Partners and Partnerships • Capture new and/or existing programs (non-federal) • A need to quantify implementation and “needs” related to NPS • Risk assessment adaptations (matrix history and continued development)

  3. AWAG/DU/CAW/Beaver Water/Fayetteville/USDA – NRCS, FSA, RDA Leveraging State and Local Support • On Line Resource Developments i.e. Arkansaswater.org • Project outcomes and continuations • New initiatives New Potential to Leverage the NPS Program

  4. Where are we now? • 2005-2009 NPS Management Program transition to 2010 – 2015 Plan which continues to be enhanced and updated • New and/or updated data • Improved tools and knowledge • Ever-changing environment • More emphasis to identify efforts and target all available nonpoint resources

Where We Need to Be! • Using 12-digit HUCs to aid in guiding emphasis • Improved accuracy/completeness of impaired stream maps supported by accurate data • Continuing efforts to define NPS-impaired streams • Revised (as necessary) Matrix for identifying likely NPS-impaired streams located by 12-digit HUC • Improved data and understanding of limitations for watershed modeling, calibration and sensitivity analysis by 12-digit HUC • Expanded recognition of all nonpoint source needs and efforts statewide

Goals • Recognize success across the range of nonpoint source management efforts • Recognize nonpoint source investment from all sources and the leveraging of Federal funds • Effectively characterize resources invested and available to the Arkansas nonpoint source effort • Effectively characterize the changing policy and technology environments influencing the Arkansas nonpoint source effort

  7. Where are we going? • 2011-2015 NPS Management Program – continue efforts to enhanced and update • Incorporate the newest and/or updated data into the matrix and models • Utilize improved tools as they become available • Try to assess and forecast the ever-changing environment • More emphasis to identify, recognize and target resources to NPS concerns (quantify the broader effort) • Continue to build partnerships and communication • Improve water quality, one step at a time
