The “Pillars” of the Directive • Art. 3 - Road safety impact assessment-RIA • Art. 4 - Road safety audit-RSA • Art. 5 - Safety ranking and management of the road network in operation • Art. 6 - Road safety inspection • Art. 9 - Appointment and training of auditors • Member States shall ensure ….. training curricula for road safety auditors are adopted by 19 December 2011.

The highest number of fatalities occurs on the so-called "secondary roads“ (2 lanes paved roads outside the urban areas) The Directive 2008/96/CE - Art 1. Field of Application:(TEN-T Network = “the road network identified in Section 2 of Annex I to Decision No 1692/96/EC” = a part of EU Highways) When the Directive will be adopted by the Member States, it will concern only TEN-T road network …. but…..
Concept and Objectives of the Pilot 4Safety ProjectDuration: 24 months Start: 1st of June 2010Total cost: € 1.329.526 – EU Contribution 50%- Coordinator: • Pilot4Safety aims to overcome the above mentioned “barrier”, by using a part of the Directive as a template for safety application on regional roads • Participation of regional Road Authorities, • Involvement of subjects with large experience in road safety training courses • Application of RSA, RSI on some road stretches identified by each regional Authority as a priority in terms of safety.
Scheme of the initiative Development of a common Road Safety course targeted to local trainers Agreement between the participants about the mutual acceptance of the “Temporary” Certificate (exchange of auditors) “Temporary” Certificate Valid only within the project lifetime Internal training for local auditors, based on the common course and tools, adapted to the local situations Internal certification Pilot application on selected road stretches in each participating Region, with at least one auditor coming from another Region FINAL EVALUATION AND RECOMMENDATIONS

Output Common standards (also for motorcycling) andrecommendations for curricula and certification of road safety auditors and inspectors Implementation: Kick off meeting in June 2010 The project foresees an external “reference group” composed by public and private stakeholders, for a periodic consultancy about the main issues- Participation of motorcycling associations is welcome!
