  2. A Proposal for an Across Government Funding Strategy for Investment in the NGO Sector

  3. A series of earthquakes have hit Canterbury and Christchurch in particular since September 2010 In response, a Psychosocial Recovery and Wellbeing Plan has been developed

  4. For the purposes of this strategy, the focus primarily relates to: Local and central government funders NGO’s (organisations which are organised, private, non-profit distributing, self-governing and non- compulsary) Psychosocial ‘actions which address psychological and social needs of individuals, families and communities to promote wellbeing’

  5. (From Strategic Planning Framework) Vision: A stronger Canterbury Goals: Stress related responses are minimized for individuals and families, and functioning communities are enhanced and promoted. Develop strong and resilient Christchurch City and Canterbury Communities

  6. Vulnerable Groups Those who were vulnerable before the earthquakes Those who been severely affected by the earthquakes (the ‘new vulnerable’)

  7. The need for greater collaboration: National and local government, iwi and the NGO sector need to work closely together in identifying needs, planning and funding. Simplifying processes for NGOs eg. single application form for govt funds, single monitoring and reporting where possible

Funding Strategy Proposed Outcomes Individualsand whanau have received most appropriate service at the time that they need it All sectors of the community have had the opportunity to participate in the planning and rebuilding of strong, resilient and inclusive communities, with the most vulnerable members of society ‘better off’ than they were before the earthquakes A robust, independent and coordinated NGO sector is working with local communities and in partnership with national and local government and iwi. 4. National and Local Government departments and iwi are collaborating through joint planning and funding to support the recovery of individuals and whanau and the building of strong communities.

  9. Recommendations (summary) Ensuring coherence between planning and funding Establish Across Government Planning and Funding Team with members from different government departments to build relationships with NGOs, plan and make funding decisions together Co-locate the team, and with space and services for NGO sector eg: meeting rooms, office equipment, communication support etc. Ensure mix of short and long term funding, grants and contracts. Establish common fund for ‘building community resistance’ Streamlined application process for grants and contracts (eg: single application, no wrong door, key contact) as well as collaborative monitoring and reporting

  10. Time-frame Recommended start date for Across Government Team : July 1 2011 ...on understanding that finer details would need to develop in the first few months of its existence.
