National Schools Funding • 2012-13 Dedicated Schools Grant fixed 11/12 level £4817.71 • 2012-13 Pupil Premium increases to £600 per pupil and based on ‘Ever Free School Meals’ • 2012-13 Devolved Capital Formula Grant fixed 11/12 level

National Formula Funding Review Consultation – New funding System: • Supports the needs of pupils; • Is clear and transparent; • Enables schools and Academies, sponsors and Free School proposers to make informed decisions about their provision; • Enables schools and Academies to be funded on a broadly comparable basis; • Allows local decision making to address local needs.
National Formula Funding Review • The new national formula will include: • A basic amount per pupil; • Additional per pupil funding for deprivation; • Additional funding to protect small schools; • An adjustment for areas with higher labour costs. • Additional funding for pupils who have English as an Additional Language (EAL)?
National Formula Funding Review • Calculation based on either: • Individual schools based on the schools within the area and the pupils within those schools, or • local authority based solely on the pupils within the area • New Dedicated Schools Grant to be allocated in three main blocks to local authorities. These blocks will cover: • Schools • High Needs Pupils • Early Years • ….And a block for central expenditure
National Formula Funding Review • Next Steps: • Report on feedback December 2011 • good deal of consensus around some proposals, • however, the responses also reflect a variety of views over some of the key aspects of the system. • The Department is now working on developing further proposals in light of the responses.
Local Schools Funding 2012-13 Indicative budgets issued 1st Feb Based on some levels as 2011/2012 but with the following changes:- Block Sum - Broadband based on actual cost - Small school adjustment made to protect total block to minimum £95,000 - Split site allowance set at £10,000 New allowance for Traveller Pupils based on same unit cost as EAL funding. Transitional Funding Schools amalgamating transitional funding extended for 2 yearsBIP & Diploma funding transition endsSmall schools transitional ends (above adjustments made)
Local Schools Funding Continued 2012-13 School funding to be confirmed:- - Final AWPU rates - Minimum Funding Guarantee level - Other targeted funding - School Meal Funding - Central Budgets School Meal Funding • Updated formula to be agreed at Schools Forum 6th March 2011- Includes a block sum to represent running a kitchen for minimum level- Includes rate for free school meal eligibility • Transitional funding will be made available for schools whose allocation is less than estimated cost of meals provision.
Other Issues Pupil Premium • To support the raising of attainment for the most vulnerable pupils • From September 2012 schools must publish on-line how used Pupil Premium allocations. • Performance tables will capture the attainment of pupils covered by the Pupil Premium. Other Issues Schools Financial Value Standard • Replaces FMSiS • Governing bodies have formal responsibility for the financial management of their schools, and so the standard is primarily aimed at governors. • Annual review (by March 2013 if met FMSiS) submit to LA
Other Issues Charging for early years education • Education Act 2011 introduces ability for schools to charge for additional hours
