History of SWVA Continuum of Care (SWVA CoC) • 2000-2003 People Incorporated is unsuccessful in obtaining certification and funding as a CoC • July 2004: People Incorporated establishes SWVA CoC • Purpose: To increase rural area competitiveness for McKinney-Vento Homelessness Assistance Act Continuum of Care funding administered through the U.S. Dept. of Housing and Urban Development (HUD)

History of SWVA Continuum of Care (SWVA CoC) • 2005: SWVA CoC joined Virginia Department of Housing and Community Development’s (VA DHCD’s) Balance of State CoC • One of 3 original CoCs included under VA DHCD’s Balance of State application • VA DHCD acts as Lead Agency when submitting funding applications to the U.S. Department of Housing and Urban Development

SWVA CoC Point in Time Count In January 2005, People Incorporated and member organizations of the SWVA CoC participated in the State of Virginia’s Point-In-Time Homeless Count: • 44 chronically homeless individuals resided in People Incorporated’s service area • Chronically homeless individuals exhibited the following characteristics: 19 severely mentally ill 19 chronic substance abuse 8 veterans 2 victims of domestic violence 5 youth under 18 years of age A total of 99 homeless individuals or families had accessed either emergency shelter or transitional housing at the time the count was conducted.

  5. VA DHCD Balance of State Projects • In 2005, the VA DHCD reviewed local CoC projects for inclusion in the State’s application for HUD Homelessness Assistance Program funds • VA DHCD was awarded grant funding for local CoC projects • People Incorporated of Southwest Virginia’s Bristol Permanent Supportive Housing Project ranked no. 1 in the State, receiving HUD funding allocations • Two additional CoC projects received HUD Homelessness Assistance Program funding in 2005: • Mountain Shelter (Wytheville, VA) – Transitional Housing Project • Christiansburg Community Housing Partners (Christiansburg, VA) – Permanent Supportive Housing Project

  6. Bristol Permanent Supportive Housing (SHP) Project • Rehabilitation of King Mountain Hospital Nurse’s Quarters into apartments to house chronically homeless individuals in Bristol, Virginia • 12 Units - fully furnished with amenities • Tenants gain access to counseling, job training and other supportive services to help them reach self-sufficiency goals • Case Manager on-site during business hours and available on-call 24 hours to assist tenants

  7. The Future of SWVA CoC • People Incorporated continues to provide leadership to SWVA CoC • SWVA CoC meets regularly to identify regional needs for homelessness services, identifying projects for future submission to the VA DHCD Balance of State • In 2007, SWVA CoC member agency, Clinch Valley Community Action, plans to submit a SHP project proposal to the VA DHCD Balance of State
