Outside Services Agreements OSA (Consultants) Subawards (Collaborators) • May be individuals or firms • May provide identical services to others as part of their primary business • Provide expertise vital to the project, but do not have authority over the direction of the project • Are provided with specifications defining their contribution to the project. • May not be an individual • Will contribute to the scholarly or scientific design, conduct, and reporting of the project. • Will exercise judgment, unique expertise, and original thought. • Does not provide identical services to others as their primary business.
Outside Services Agreements • Used to purchase professional or consulting services. • Should be completed in advance of the vendor providing any services. • Cannot be a current or former Duke employee.
Outside Services Agreements It it • Is greater than $2,500.00, and • Is charged to a restricted WBSE (203, 30X to 35X, and 38X) • The the OSA routes to ORS for review and approval.
Outside Services Agreements ORS • Ensures the intended purchase of service is in compliance with the provision of the grant or contract. • Ensures that any sponsor guidelines for the rate of compensation is observed. • Obtains sponsor approval if necessary. • Forwards approved package to Procurement services.
Outside Services Agreements Buy@Duke--the same process applies. Use only G/L Accounts 622029 (Professional Services-OSA) or 691629 (Contract Work-OSA).

SPS and Grants.DukeData • The Duke Proposal Approval Form • Before a sponsored research proposal can be approved for submission, the PI and any co-PI(s) must certify that he or she is in compliance with the COI policy. • Assurance of compliance is obtained by answering the COI question and signing the DPAF as printed from SPS.
