The pilot project of RESCDAM was the embankment dam of the Kyrkösjärvi reservoir located in Seinäjoki in Western Finland. The main purpose of the RESCDAM project was to develop emergency action planning for dams
The project work was divided into three sub-projects: • Risk Assessment (Analysis) • Dam Break Hazard Analysis • Emergency Action Planning International Seminar and Workshop was arranged on October 2-5, 2000 in Seinäjoki
Kyrkösjärvi Dam Break Hazard Analysis Model simulations of the erosion dam-break event • an erosion model developed in Finland One-dimensional flow simulation • DYX.10 -model (finite difference method) Two-dimensional flow simulation • Telemac-2d, EDF (Finite Element Method) • FLOOD-2d,ENEL (Finite Volume Method)

AFTER RESCDAM The work to update the dam safety code of practice is going on The internet based dam safety information system is under development Updating of the Emergency Action Plans for the P-dams is going on Some research: Effect of freezing and melting on embankment stability
Updating of the dam safety code of practice • No major changes • Most changes to: • safety monitoring and inspections • dam break hazard analysis (presentation of the results) • Emergency action planning and advance information
Internet based dam safety information system • information on about 450 dams (now for a. 300 dams) • information on P-dams (39) is going to include • general information of the dam • monitoring information • documents, measurements • emergency action plan • Dam-break hazard analyses (new analyses will be documented in a certain way to be easily available for more analyses) • Flood maps
Work to update Emergency action plans for P-Dams is going on • There are 39 P-Dams in Finland A dam is classified as a P-dam if in an event of an accident, it may: -endanger human life or healthy -seriously endanger the environment or property
Work to update Emergency action plans for P-Dams is going on • All the P-dams in Finland have some kind of emergency action plan but many of the plans should be updated and revised • People living in the risk area of the dam have to be informed about the risk (in advance) and about the emergency action plan • Training of emergency action • The plans have to be tested in training
