Laws Governing Driver Licenses • A motorist who operates a vehicle in NJ must carry: • A valid license; valid provisional license; valid permit • valid vehicle registration card • valid auto insurance ID card
A motorist who is a legal resident of NJ must be licensed in this state If you move into NJ you must apply for a NJ license within 60 days An address change must be reported in to the MVC one week A legal name change must be reported to the MVC within 2 weeks All applicants must provide full name, current address, Social Security #,6 Points of IDverification and documentation that verifies that their legal presence in the US is verified by law
If you never had a driver license you must complete the MVC’S Graduated Driver License Program (GDL) - introduces driving privileges in phases with a period of supervised driving before getting a basic license
Applicants for a NJ driver license who are under 18 years of age must present a signed consent form from a parent/guardian • Drivers with a valid permit must be accompanied by a supervising/licensed driver when operating a vehicle
GDL, special learner permit and examination permits are valid until all qualifications for a probationary license are met, or for 2 years, whichever comes first • All permit and probationary drivers are required to display 2 visible, reflective decals on the license plate of vehicles • Is it effective?
Digital Driver License • Digital license (DDL) implemented in 2004 • Helps to eliminate fraud and abuse • Contains nearly 2 dozen security features, including digital photographs and signature • Motorist under 21 years of age are issued a vertical – format DDL • DDL is valid for 4 years • If a motorist has a restriction (such as glasses) it will appear in coded form
Altering a driver license/ showing an altered license may result in: - fine of up to $1000 and/or up to 6 months imprisonment • Getting a driver license illegally may result in: -fine of $200-$500 and or imprisonment of 30 to 90 days
Types of NJ Licenses • Probationary Auto License: - minimum age: 17 - permit fee: $10 + $4 decals - tests required: KVR knowledge/vision/road
Basic Auto License • for all types of Class D motor vehicles EXCEPT motorcycles • Any land vehicle that is not a bus, large trucks, and/or carrying hazardous materials • Minimum age : 18 • Permit fee: $10 • Photo license fee: $24 • Expiration: 4 years • Test required: KVR knowledge/vision/road

6 Point ID Verification Program All NJ driver license applicants must complete 6 points of ID verification by presenting documents that prove their AGE, IDENTITY and LEGAL PRESENCE in the US • Purpose of the program: to prevent IDENTITY FRAUD and ABUSE
6 Point ID Verification Requirements • at least one PRIMARY document • At least one SECONDARY document • TOTAL documents must be worth 6 points or more • PROOF of ADDRESS • SOCIAL SECURITY number All documents must be ORIGINAL or CERTIFIED copies in English and have the required state/municipal seals
PRIMARY Document Examples • 4-point documents: - US birth certificate or certified copy - US passport - US adoption papers - certificate of citizenship You must show at least ONE of these
SECONDARY Document Examples • 2-point documents: - US school photo ID card w/transcript • 1-point documents: - for NJ HS students: a waiver certificate for the written portion of the driver’s test - High school, GED or college diploma - Social Security card You must show at least one of these
