  3. General BILLY MITCHELL • Wants a separate Air Force & Defense Department • Ships “outdated” • German battleship—Ostfriesland • Critical of military & President • Suspended for 5 years • April 1926—warned US that Japan would start a war in the Pacific with aerial attack

  4. JAPANESE POLICY • ABCD ENCIRCLEMENT • League of Nations—”League of Anti-Japanese nations” • Japanese “Spirit warriors” • “smashed jewels”—obligation to die; never surrender • “Gyokusai of 100 million”—wait for enemy to abandon the will to fight even if it costs lives

  5. US-JAPANESE RELATIONS • Sept. 1940—Japan part of Axis powers • Nov. 1940—US embargoes “war supplies” • Freezes Japanese assets in US • No shipments of gasoline • US wants Japan out of China • FDR expects an attack on Malaysia or Philippines

  6. THE DATE THAT WILL LIVE IN INFAMY—DEC. 7, 1941 • 8 battleships destroyed • 3,000+ casualties • “backdoor theory” • Dec. 8, 1941—US declares war on Japan • Dec. 11 1941—Germany & Italy declare war
