Northern ToSIAAssessing sustainability of forest based activities in rural areas of the Northern PeripheryElspeth Macdonald, Forest Research16 March 2009
Consortium: European Forest Institute (EFI), Forestry Centre of North Karelia, Forest Research, Swedish University of Agricultural Sciences, County Govenor of Nordland, Skogforsk, + 10 associated partners Coordinator: EFI, Finland Timescale: June 2008 to June 2011 Aim:To improve the sustainable forest resource use in the Northern Periphery area. This is to be achieved through the implementation of ToSIA(Tool for Sustainability Impact Assessment). Output: Utilization of ToSIAwithin the forestry sector to enhance regional and business development, and to allow analysis of sustainability impacts of existing and future Forest-Wood Chains.

ToSIA approach to Sustainability Impact Assessment of Forest-Wood Chains ToSIA measures volume flows and sustainability indicators
ToSIA approach to Sustainability Impact Assessment of Forest-Wood Chains Sustainability indicators are linked to all production processes
ToSIA aggregates indicator results along the Forest Wood Chain 7 20/10/2014
Sustainability Impact Evaluation Multi-Criteria Analysis (MCA) Cost-Benefit Analysis (CBA)
Why should this approach interest us in Scotland? • Forest management • Conversion to continuous cover forestry (CCF) • New native woodlands • Conversion of conifer plantations on ancient woodland sites (PAWS) • Restoration of open ground habitats • Residue and stump harvesting for woodfuel • Climate change adaptation and mitigation • Wood processing • Comparison of sustainability (e.g. revenue, energy efficiency, carbon emissions) of different raw material sources, processing techniques, and end products
A multi-stakeholder dialogue will be encouraged throughout the project 10 • to identify and address sustainability issues in the NPP region • to direct the tool development activities • to explore alternative regional development strategies with a range of key stakeholders. 20/10/2014
ToSIA as part of regional development planning 1. North Karelia (Finland): Regional resource use planning, esp. increasing bioenergy use 2. Scotland: Local applications with varying degree of forest conservation and differences in ownership 3. Northern Sweden: Balancing conflicting objectives of stakeholders (e.g. intensive biomass production and fertilization vs. interests of Sami people for reindeer herding) 4. Nordland (Norway, will follow later): Assessing different scenarios of increasing forest conservation
ToSIA as part of business development Sweden: SCA Skog AB (large scale forest industry); Sveaskog (large public forest holding), Norra Skogssägarna (forest planning, harvesting and sawmilling) Scotland: NorBuild, Forres, Moray (small/medium sized saw mill operations) Finland and Norway: Case study companies will be identified
ToSIA offers different perspectives. How you look at things makes a lot of difference!
