Partnership Intervention Panel • Meets on a two week rolling cycle • Administered by Debbie who co-ordinates referrals and agendas • Documents on www.communitysafety.newforest.gov.uk • When referral received Debbie liaises with referrer and Brian to ensure PIP is right route • I am looking for an intervention focus not enforcement

Partnership Intervention Panel (cont) • We try to find drivers for the poor (inc criminal) behaviour • Has resources to deploy – Brian, Alison, Safer Neighbourhoods Teams and YOU • Analysis shows really good results re referred cases ie they don’t come to our notice again • We also have not needed to seek ASBOs for a long time – this I see as success

Partnership Intervention Panel (cont) • Geographical issues go to Ops JAG • People issues to PIP, place issues to Ops JAG • Prevent and Deter strand of the Prolific and Priority Offenders is covered here • PIP considers all PPO nominations before adoption as PPO • This assures that all possible interventions are tried first

  5. PIP + • Meets four weekly after PIP • Administered by Steph and Tim Lockwood • Covers Catch and Convict of PPO and Rehab and Resettle but no separate officer • PC Tim Lockwood 2 days a week • PPOs are responsibility of Partnership not an individual agency so we need to work together

  6. PIP+ (cont) • All PPOs notified to partners Oct and March following case review • Reduction of re-offending by PPOs is in excess of 65% (target is 22%) • We do better when every partner contributes to problem solving PPO issues • Not just about enforcement, it’s about opportunity to change

  7. PIP+ examples • Fishing opportunity • Gym pass • Bus pass • Change of ASBO to allow access to job centre • Assistance to get on right courses • Faster response for drug treatment • Team building and consequence training

  8. PIP+ • There is a balance • We try to change behaviour but…. • If a PPO does not engage and reform behaviour we proactively deploy enforcement resources to seek convictions

  9. Agenda for meetings of PIP • Each case has a designated slot • You can attend if you referred case or declared an interest • Debbie will cover the systems later in programme today
