History • Part of the National Flood Insurance Act of 1968, Sections 1366 and 1367, as amended by Sections 553 and 554 of the National Flood Insurance Reform Act (NFIRA) of 1994. • A Federal grant program that provides assistance to States and communities for flood mitigation planning and activities. • The primary funding source is the National Flood Insurance Fund (NFIF)

  4. Priority • Fund flood mitigation activities that reduce the number of repetitive loss structures currently insured by the NFIP, and specifically, addressing target repetitive loss structures identified in FEMA’s repetitive loss strategy.

  5. Eligibility Requirements • Must have a FEMA approved FMA plan for project grants • Applicants and property owners must be participating in the NFIP, not on probation, suspended or withdrawn from NFIP • State level agencies • Federally recognized Indian tribes • Local communities • Private-Non-Profits are NOT eligible

  6. Use of Funds • Available Funding: • Project Grants $1,673,730.00 • Planning Grants $155,400.00 • Eligible Projects • Acquisition of insured structures • Relocation of insured structures from acquired or restricted real property to non hazard-prone sites • Demolition and removal of insured structures • Elevation of insured residential structures

  7. Use of Funds • Eligible Projects • Elevation or dry-floodproofing of insured non-residential structures IAW 44 CFR 60.3 • Other activities that bring insured structures into compliance with floodplain management requirements at 44 CFR 60.3 • Minor physical flood mitigation projects that reduce localized flooding • FMA planning activities

  8. Use of Funds • Ineligible Planning Activities • Flood studies or flood mapping • Risk assessments, technical assistance, information dissemination or workshops not resulting in a FEMA-approved Flood Mitigation Plan • CRS plan development

  9. Use of Funds • Ineligible Activities • Major flood control projects • Phased or partial projects • Flood studies or flood mapping • Dry floodproofing of residential structures • Generators or related equipment • Warning and alert notification systems • Response and communication equipment

  10. Applicant Requirements • Plan Development • Project Grants • Grant Management • Reports • Quarterly Reports are due at end of each quarter (Mar 31, Jun 30, Sep 30, Dec 31) • Payment Request may only be submitted at the first of each quarter • Project closeout (90 days after the expiration or termination of grant)

  11. Application Process • E-grants electronic system is preferred method • E-grants paper application format and overall grant application • Benefit Cost Analysis (BCA) (per individual structure) is required for all applications

  12. Application Deadlines • 12:00 pm May 30, 2005 applications to State • 10:59 pm July 15, 2005 State to FEMA
