  2. Waterbeach New Town Draft SPD Aim: To guide how the new settlement should be designed, developed and delivered in accordance with Policy SS/5 of the emerging South Cambridgeshire Local Plan. Key guiding principles: • Priority to sustainable travel modes • Mixed use neighbourhoods • Community establishment • Healthy communities • Sustainable drainage systems • Climate change mitigation & adaption • Integrated & enhanced biodiversity • Noise and air quality mitigation

Waterbeach New Town Draft SPD Delivering the place What infrastructure is required? “The SPD will make clear, for at least the first five years, what infrastructure is required, who is going to fund and provide it, and how it relates to anticipated rate and phasing of development…The longer term needs will be presented where information is available, although may be subject to change due to future economic, market or technological factors.”

Waterbeach New Town Draft SPD Delivering the place How will individual development parcels be coordinated? • Establishment of collaborative working groups involving SCDC, County Council, landowner representatives and relevant stakeholders will be secured through legal obligation imposed at outline planning application stage. • For example: • Progress & Delivery Group • Education Review Group • Transport Review Group
