NCLB Integrated Planning/Technical Assistance: Title I, TII, TIII Update on 2009-10 Approaches & Virtual Events • The effort of the department is trying to align all titles, and the plans and implementation and readjustments are aligned to one another. • Single letter Sept. 25, to all superintendent that receive Title I, II, III and information on status of each. One letter will address all, then direct people to the appropriate website. The websites all aligned, their should be links to each from the websites. • CMA results won’t be coming in ‘til November, some status of districts will be delayed, CMA results may not change results, so those districts may want to notice their parents rather than wait ‘til November. • Under PI, LEAs have three months Sept 18 to Dec 18, when you look at due dates, four months. Final approval Jan. 18. CDE recommending Title I and Title III work together.
Instructional Materials Adoption • See handout “2009 Budget Act and Related Legislation and Yellow handout “Effects of the Passage of AB x42. • Governor’s fourth extraordinary session. 2013 no adoptions or materials to purchase until then. • Stopped all framework and curriculum development until 2013. • Suspends the 24 month rule, and waivers until 2013 • LEAs gained greater flexibility in their spending • Can use textbook funds for other educational purposes • Flexibility means once Williams is met, you meet requirement • Publishers are not required to provide books from previous provider, only those currently adopted during 2006 (most recent). • Regarding DAIT districts, SBE will decide what to do with modifying the new curriculum for PI
Implementation of Instructional Materials under AB x42 • District can implement incrementally, not school by school as long as all students in that grade or course enjoy the same instructional materials.
October 6 Webinar • Data Analysis process Title III used, so webinar which will provide. • Website to register is www.cacompcenter.org/esea-requirements. • What to do with Data webinar, materials to download, have student achievement data sample set, follow inquiry model. • Look at qualifying data from the four tools and get to the underlying root causes and come up with central high stakes action steps. • Overview of the ELSSA, data inquiry discussions.

Title II • District under level C, most serious level of sanction must file a budget by November 30th . • MOU with Federal Government implement level A, B, and C. • So with level C, do that one first.
New Adoption/DAIT/DAS • LEAs are not required to adopt ‘til AB 4x02. • Some districts may chose to adopt or not depending on resources • When new standards adopted on March 06, 52059 code lists seven areas of DAIT work • Look at the DAS to revise the DAIT standards and develop full implementation statements.

Title III Accountability UpdateCathy George • See handout Powerpoint • AMAO 2: Feds want us to include everyone Beg and EI that have been in US schools less than four years, now we have to include the data. • Possibility to create two cohorts, you have to meet both to meet AMAO 2. • Include all English Learners, include annual plus initial, so we will have to lower the target once we put all EL in that cohort. • California will need to modify AMAO 2, and issues arise.

CELDT Update • See handout/powerpoint • Contractor has to create a report and take to legislature on administration of K-1 R,W,L,S. • No scale score for reading and writing, 2011 will have scaled scored. Standard setting will take place in January 2010 for two grade levels. • SBE must approve them in March

Legislative UpdatesRace to the Top Legislation • Governor called 5th extraordinary session, they will have four informational meeting times through December. • Four issues: • Link CALTIDES data to teacher evaluation under SBx51 • Measures to turn around struggling schools SB 680 which extends school district of choice. • Measures to AB 11 Romero, measuring academic achievement for California for cohort growth measure • Makes statutory changes to use data.

Future of CPM • Non mandated CPM reviews suspended for 1 year, on Feb. 2009. So, in the Spring 2010 will resume the pilot of revised CPM. • Full implementation of CPM in Fall 2010. • Department will conduct some CPM reviews this fall, looking at risk analysis. • Looking at LEAs that for some reason are highlighted as ‘high risk’. • A few visits are planned in mid October, those letters going out to superintendents soon. • Process will include a team as in the past.
Future of CPM …cont. • Some limited reviews this fall comparable to those done in the past for high risk. • Fiscal • Program • Student achievement data • Spring 2010, a pilot of redesigned CPM process • Finishing off this years cycle D, and those in cycle C identified for site visit. • Fall 2010, full implementation of revised CPM • New ways of looking at ‘cycles’
Monitoring • Everything that is submitted to CDE is considered ‘Monitoring’. • CPM is one aspect of this ‘monitoring’ system. • Follow-up monitoring on non-compliant items, the state board is very interested in those findings. • Online CPM resources developed for the cycle C. • All program requirements are still in place
Language Policy and Leadership UpdateTitle III Program and Fiscal Update • See powerpoint • If subgrant is $10,000 or more-Con ap, for limited or migrant. • If subgrant $10,000 or more-they must apply as a consortium application. Immigrant eligibility application mailed our this week, LEP hopefully soon to follow. • Delay due to changes at CDE and Application is online. • Application detail under Title III Application, one link is consortium application which is online.
Migrant Education/SNOR • Definition of immigrant student, includes children born on Military base outside the states. • SNOR is going to be done through CALPADs this year. SNOR data is two years, 09-10 will not impact immigrant funding until 11-12.
T3Y4 and T3Y2 • Drafting the MOU with CCSESSA that needs to be approved, then the award letters to the counties can be sent out. • T3Y2 scope increase this year. • Notification letter on September 25. Posted on the website, the hosting program is Title I, then links to Title III requirements. • Yr. 2 IPA • Yr. 4 Action plan online • LEAs on consortiums will be notified via hard copy only to the consortium lead who then desimates.

White Papers…English Learners Update • Document in legal review, hoping it is ready for the Accountability Institute. • No intention of tabling this document. • BTTP flexibility funding for categorical. Also 44 programs went into this flexibility. CDE doesn’t have fiscal authority to provide any support, staff was redirected to other areas. Including BTSA.
Watch ELAP Monies • See handout
