  1. Engineering Standards Working Group(ESWOG) Tobin Oruch, ESWOG Chair LANL Eng Standards Mgr 505-665-8475, oruch@lanl.gov Facility and Waste Operations Division (FWO) LA-UR-03-0369

  2. Need for Standards in the Facility Life Cycle • DESIGN • Design criteria • Std drawings • Constr specs • Drafting Stds • D&D • Envir Remediation O&M Operation and Maintenance Requirements • CONSTRUCTION • Constr specs • Drawings • Drafting (as-builts)

  3. Group Purpose • Provide efficiency, value, and support for the DOE by promoting excellence through the sharing of Site Engineering Standards program information throughout the DOE complex • Goal: Save money and time in the preparation and implementation of site standards programs (don’t reinvent wheel) • Engineering standards programs are a promulgated body of requirement and/or guidance material generally related to design, engineering, drafting, specifications, construction, operation, D&D, and/or environmental remediation.

  4. History and Status • ESWOG was formally chartered into existence in May, 2001 • Membership now includes over 20 member companies/sites • about 15 active

  5. Argonne West Bechtel BWXT Idaho INEL Bechtel Hanford Bechtel Nevada Brookhaven Natl Lab BNL BWXT Pantex BWXT Y-12 CH2M HILL Hanford Grp DOE (Sponsor and POC) EXCEL Services Framatome ANP DE&S Fluor Hanford Honeywell FM&T (KCP) Jacobs Pacific Northwest PNNL Sandia Natl Lab (SNL-NM) Tetra Tech - Foster Wheeler Envir. 6. ESWOG Affiliated Subgroups • Configuration Management • Subgroup forming now • Bob Cullum, WIPP, chairing • Fire Protection • Task Group has started meeting • Richard Lewis & Steve Nashatker, SRS, co-chairing

  7. Activities, 1 of 4 • Online National Standards Initiative • Would provide access to all DOE sites at less cost • Access only at a dozen or so sites now • Savings of $100k’s/year • Central funding and administration best • Made request to DOE-EH on 6/11/01, they passed to DOE-CIO • After positive reviews, responsibility for pursuing this was recently re-assigned to EH-53 • Serbu hopes to have contract this FY

  8. Activities, 2 of 4 • Teleconferences are held quarterly • Members discuss: • Issues affecting their standards programs • Complex-wide issues such as online standards, DOE Order and Code implementation • Various DOE-led standards initiatives such as testing HEPA filters at ORFTF and revision of the Nuclear Air Cleaning Handbook • Minutes are on website

  9. Activities, 3 of 4 • Many chair-to-members and member-to-member calls, e-mails, and informal surveys • Generally promote efficiency and problem solving (don’t reinvent wheel) • Topics range from DOE authority delegation to Professional Engineer stamping to roofing • Such communications happen largely because of the existence of the group

  10. Activities, 4 of 4 3rd Annual Meeting in May; 19 member companies attended. Topics included: EFCOG Happenings Engineering Practices Group Formation Model/Shared Equipment Procurement Specs Other Model Specs -- Sustainable (Green) EFCOG Best Practices Website Online National standards DOE contract Construction Specs Instit Show Report Spec Consultants in Independent Practice Training Course on Standards IBC 2003 vs NFPA 5000 IBC Implementation Experience LEED Certification Experience/Cost Office Space Standards Commissioning Experience/Specs Design-Build Specifying DOE O 420.1 Implementation – integrating safety analysis and design Laboratory Standards Nano-tech Facility Requirements

  11. Websitehttp://www.efcog.org/workgroups/eswog.htm • Includes many member sites standards indexes and some actual standards • Others shared via CD or FTP • Members derive much benefit from access to these materials -- invent once and share!!!

  12. Website, Con’t • Just added: Index of member Subject Matter Experts • Promotes SME-level communications and sharing

  13. Goals for the Future • Continue to hold telecons + annual meeting • Continue to pursue DOE-wide Online National Standards Initiative • Improve Spec and Drawing sharing • Multi-site HEPA procurement spec idea • Model spec identification/shared upkeep/ webposting idea • Pilot with Green specs?
