UNCRD aims to enhance the capacity of local people and governments through Community-Based Disaster Management (CBDM) to build resilience and reduce vulnerability. This includes a three-year research project, international symposiums, and conferences on partnership in CBDM. Key findings emphasize the importance of participation, capacity building, and integration of CBDM into sustainable and pro-poor development. UNCRD's contributions at WCDR 2005 include sessions on CBDM and proposals for symposiums on safer housing development and education for school safety.
