CNCS Disaster Services Strategy Build the capacity of national service network organizations to help states prepare, respond, recover and mitigate disasters, and increase community resiliency.
What and Who is the DSU? • Small but mighty • CNCS agency lead for Preparedness, Mitigation, Response, and Recovery • Work across agency and with all programs • Disaster Services Strategic Initiative • Partnerships: • White House • Federal Agencies • National Nonprofits/faith-based • Private Sector
“Grey Skies” - Early Disaster Response When disaster strikes, the DSU: • Engages with: • CNCS State Office and State Service Commission: • National service members are safe and accounted for • Identify known national service disaster response activity • Offer support through technical assistance and/or national service assets, if needed • VOAD (National, State, National Committees) • FEMA • Voluntary Agency Liaison (VAL) • Emergency Support Function (ESF 6) • NASEDoVoC
“Grey Skies” - Early Disaster Response cont. • Staff FEMA’s National Response Coordination Center (if activated) • Assess national service capacity to respond • Coordinate requests from partners • Collects and manages information from responding organizations • CNCS Internal Situation Reports • CNCS Disaster Briefs • Other OEA Products
“Grey Skies” - Disaster Response If Federally Declared Disaster: • Work with State Service Commission, State EMA, State VOAD to: • Identify if FEMA Mission Assignment (MA) is needed • Provide Technical Assistance for Action Request Form • Manage FEMA MA funds • Identify and deploy AmeriCorps Disaster Response Teams (A-DRTs) • Identify and deploy CNCS Disaster Cadre • Support sponsors and A-DRT teams during deployments • Support National Service Daily Reporting
“Grey Skies” - Disaster Recovery Work with partners, State Service Commissions, and CNCS State Offices on long term recovery • Connect organizations and agencies to longer term national service programs • Recovery Support Function (RSF) coordination • Develop, utilize, and provide oversight of private sector funding for recovery • Provide technical assistance, as requested If Federally Declared Disaster: • At close of FEMA MA: • Compile an After Action Review using daily reporting and AAR info from deployed A-DRTs • Complete FEMA MA Close out
“Blue Skies” • Develop and conduct trainings • Manage Partnership – Partnership Building • Close out of previous disasters • A-DRT and Cadre Program development and management • Committee meetings • Taskforce work • VOAD and FEMA After Action Reviews • Outreach and education of disaster related national service • Building CNCS’s reputation in disaster arena
Common Commission Disaster Roles • Volunteer management and/or training • Volunteer online portal • Volunteer hotline • Donations Management • Multi-agency Warehouse • Donations Online Portal • On-site assistance to affected communities • Call Center/support • Point of connection for national service resources • Long term recovery support
Commission Example Portfolio - High • Active engagement with State Emergency Management Agency • Written into State Emergency Operations Plan • Regular engagement with Emergency Support Function meetings and planning • Staffing at State Emergency Operations Center • Active and/or leadership role with State VOAD which may include: • Administrative • Direct Field Support • Training/Technical Assistance • Communications/Coordination Technology • Dedicated disaster staff • Established internal disaster protocols • Active Long Term Recovery Group Engagement (LTRG) • Regular engagement with DSU • Communicates with DSU on active AmeriCorps disaster activities • Actively works with DSU to gain additional AmeriCorps assets when needed • Works to share training and technical experience with other commissions
Commission Example Portfolio - Medium • Engagement with State Emergency Management Agency which may include: • Written into State Emergency Operations Plan • Potential staffing at State Emergency Operations Center for mid to high level events • Episodic engagement with ESFs • Episodic engagement with State VOAD which may include: • Direct Field Support • Training/Technical Assistance • Communications/Coordination Technology • Staff may support, but not a majority of regular duties • Episodic engagement with LTRGs • Occasional DSU engagement • Communicates with DSU on active AmeriCorps disaster response activities • May work with DSU to gain additional AmeriCorps assets when needed • Utilizes DSU as training/technical resource
Commission Example Portfolio – Low • No formal engagement with State Emergency Management Agency • Secondary engagement with SEMA through grantees possible • No formal engagement with State VOAD • Secondary engagement through grantees possible • No outlined staff support expected or anticipated • No expected or planned engagement with LTRGs • LTRGs may be contacted during NOFAs • Minimal DSU engagement • May communicate with DSU on known, active AmeriCorps disaster response activities • May work with DSU to gain additional AmeriCorps assets when needed • May utilize DSU as training/technical resource
