Document the burden of Chronic Respiratory Disease • Obtain data and evidence for the impact of respiratory diseases on the health care systems and on individuals. • Establish epidemiological surveys in Europe • Update edition (2007 or 8) of thewhite book and a derived figures and fact book by ELF. There is a global agreement on adequate practice in asthma, COPD, and other major respiratory diseases Current practice lags behind these recommendations Challenges for organisation of CRD management Major problem of affordability for both drugs and equipment in poor populations
We must avoid that treatment of major diseases like tuberculosis, pneumonia, asthma, COPD etc. will be limited to the rich patients We must avoid that the number of patients with poor access to adequate care increase in the comming years

WHO-FCTC is a unique instrument The WHO FCTC is also unique in that it has a provision on the troublesome questions of civil and criminal liability of tobacco companies (Article 19) which has never been addressed by any of the existing framework conventions. The WHO FCTC is unique as the only multilateral treaty in which, the potential saboteurs of its implementation, the tobacco companies, are specifically identified and appropriate provision to warn the parties to the Convention is included.
