MF/Commercial Recycling: Responsible Party Definitions (Chapter 10, Article IV) Multiple-family dwelling - the owner, manager, or agent responsible for the management and disposal of solid waste generated at that property. Business – the business or property owner, manager or agent and, if different, the party responsible for the Management and disposal of solid waste generated at that business.
