  3. Homeless Incentive Program (HIP) Components

  4. Landlord Incentives The Housing Authority's Homeless Incentive Program (HIP) offers monetary incentives to encourage landlords to rent their available units to HACoLA's homeless Section 8 voucher and certificate holders. Funding for the program comes as part of the Homeless Initiative, a collaborative effort between multiple County agencies supported by funding from Los Angeles County’s Measure H.

  5. Vacant Unit Holding Fee Incentivizes landlords to rent housing units by offering a fee to hold available units while applicants are referred. Landlords will receive a holding fee payment based on the current Fair Market Rate (FMR) amount for the corresponding bedroom size of the unit being held.

  6. Holding Fee Process

  7. Move-In Assistance Provides assistance with security deposit (up to 2 month’s rent); utility deposit; and purchase of essential furniture items.

  8. Payment of Rental Application Fees Provides payment of all applicable fees, up to $50* per adult per application *This amount is subject to change based on California’s maximum application screening fee

  9. Damage Claims Provides additional assistance to landlords for unit repair costs beyond the security deposit, not to exceed $2000
