7th Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) Political agreement on Competitivness Council on 24 July 2006 Signature by EP and Council on December 18, 2006 Published in OJ on December 30, 2006 First calls: December 22, 2006 It is the main EU instrument for financing reseach in Europe in the peroid 2007–2013
Specific Programmes Cooperation – Collaborative research Ideas – Frontier Research People – Human Potential Capacities – Research Capacity + JRC (non-nuclear) JRC (nuclear) Euratom
IDEAS Rationale • Investigator-driven "frontier" research, within the framework of activities commonly understood as "basic research", is a key driver of wealth and social progress, as it opens new opportunities for scientific and technological advance, and is instrumental in producing new knowledge leading to future applications and markets.
EU Member States Associated States ERC Requirements • Principal Investigator: Nationality of researchersis not relevant. • Host organisation:To be located in MSor AS. • Frontier ResearchProjects:All fields of scienceand scholarship are eligible(investigator-driven, bottom-up).
ERC Evaluation criterion Excellence is the sole criterion of evaluation: • It will be applied to the evaluation of both the researcher and the research project. • The evaluation will also assess the extent to which the research environment enables the excellence of the project to be achieved.
PROGRAMME “PEOPLE” • The programme “People” builds on the positive experiences of the Marie Curie Actions from the Sixth Framework Programme and structures the research training offer and options; • It encourages individual researchers to enter the profession of researcher; • It encourages intersectoral mobility; • It encourages European researchers to stay in, or return to, Europe; • It attracts researchers from all over the world to Europe.
Key criteria • Peer review • Evaluation criteria • Scientific and/or technological excellence (& relevance to SP) • Potential impact through the development, dissemination & use of project results • Implementation and management • Detailed criteria in WPs – including thresholds and weightings • Ethical principles
Who can participate? • Any undertaking, university or research centre or other legal entity, whether established in a: - Member State (MS) - Associated country (AC) , or - third country • Joint Research Centre (JRC) - is deemed to be established in another MS or AC • International organisationsand participants from third countries can participate only if in addition to the minima

NMP 1ST CALL • Published 22 December 2006 • 5 Funding Schemes • Large • Small • SME • ERANET • CSA • No NoE, No coordinated call
NMP Specific Feature:Two-Stage Approach • CPswill be evaluated using the 2-stage process(Small, Large, SME) • CSAswill be evaluated in a single stage • Stage 1 proposals <10 pages • Evaluation against limited criteria (S&T Quality, Impact) • Stage 1 evaluated “remotely” • “GO” proposals will be invited to submit at Stage 2 • Stage 2: full proposals evaluated against all criteria
WP Main Features • Strategic use of funding schemes (one funding scheme per topic) • Calls by funding scheme • Budget allocation by call (not by Activity/area) – Max size • Main calls for 2007: 3 calls for collaborative projects; 1 for CA/SAs; 1 call for EraNet)
2007 Call Planning Other one-stage projects:CSA • Closing date: 5 June • Evaluation end June ERANET and ERANET-Plus • Closing date: 31 July • Evaluation: September
Documents • Call text • Work programme • Guides for Applicants • Rules for participation • Sample evaluation forms and ESRs • “Rules for proposals submission, evaluation, selection and award procedures" • Model Grant Agreement • EPSS http://cordis.europa.eu/fp7/cooperation/nanotechnology_en.html
Some Advice • Begin early (but there will be further calls) • Read carefully the contents of the Work Programme! • Take into account the evaluation criteria (from the 1st stage…) • Think also of other interesting spots in FP7 (ICT, health, food, ERC, Marie Curie..)
Future ProposalsWhat should be avoided? • Pure software development with no research • Pure methodology with no research and innovation on technology and/or pilot cases • Consultancy activities, without any real/proven industrial participation (both solution providers and end users) • ‘Local' applications with no added value at European level
