2 3 Symposium Working group:Will set up the organisation for the planning of the 2009 symposium in Sophia, Bulgaria. 2xcitizen: Looking into the migration into a 2xCitizen database. 4 Education:Focused on getting the CIMIC committee educated with basic CIMIC understanding. The first initiative will be to have an instructor from CCoE come to Brussels in 2009 5 Implementing Employer HR-PolicyThe overall goal is to have larger corporations include a “reserve section” within their HR strategy. The symposium in Istanbul 2008 to be an operational working basis and Sofia to bring this further. CIMIC Activities • CIMIC is currently involved in 3 primary Working groups 1 CIMIC capabilitiesA country study on national organisation of CIMIC units and • CIMIC is currently involved in 2 secondary Working groups
3 Pager CIMIC Capabilities CIMIC Capabilities • The idea of CIMIC capabilities is to have a brief 3 pager, which will give a description of these items. • Description of CIMIC Doctrine (max 500 words): • Description of structure of CIMIC forces (to include strength, organisation etc): • Description of CIMIC courses (to include frequency, location etc): Status on work • Number of countries that have already provided material : 13 • Format / Information classification (for each country): • Description of CIMIC doctrine • Description of structure of CIMIC forces • Description of CIMIC courses run (Frequency, Location, Etc..) • Concluded by IBM 2009 • To be distributed in a printed version in Sofia 2009
2xCitizen 2xCitizen Tasking Survey • Members of organized reserves with skills to supplement external military operations. • Investigation of prior studies and findings • Conduct survey of existing databases. (IBM) • Recommendations for future work • CIOR member nations through their designated Reserve Officer Associations assume responsibility for expansion of capability and continued refinement of captured data in national databases • Database should be designed to capture military, civilian and personal skill sets. • Conclusion • Given continued need and changing environment, database should remain under constant review and update. • CIOR member nations currently without civilian skills database are encouraged to establish one. • Participation in Civilian Skills Database Project should involve all elements of CIOR who would have use for information contained within the database. • Database Survey • Presented to all CIMIC representatives • 7 member replies • Presented to all member VP’s • 6 new replies • Results • About 40% members responded • Approximately 38% responding members had databases • All members were interested in database

Symposium Working Group • The group met together for the first time with representative from • CIOMR • CIMIC • DEFSEC • LEGAL • YROW • The important thing is to make sure the members stay committed to the work. • Endorsement and support of the presidency • Support of the chairs from the other committees • Commitment from the member • Work ahead: • Symposium planning (Now IBM Summer congress) • Collecting conclusions and drafting report • Initiating work for 2010 symposium. • Participation is for min. 2 years in order to secure continuity

Findings from the 2008 symposium- What can we bring of expertise from CIOR • Providing value from NATO countries Istanbul symposium key findings and recommendations (Employeer support) • Enabling NATO operations through effective employer support • Lessons learned • Best practices • Employer support cannot be imposed by using legislation • Compensation, tax initiatives and insurance can be developed to support • A partnership oriented model should be put on the agenda • Legislation needs to be combined with self regulation and partnership agreements • Must implement initiatives to meet decreases in salaries Legal Skill set/Competences NATO OPERATIONS AOR Sofia symposiym (Recruitment & retention of reservists and attraction into NATO operations) • New Reservist • Conscripts • Rocket officers • Academics/Professionals Skills added The reservist HR Young / Active Reservist MOD Skills needed
Symposium planning group- One day symposium YROW will have one member on 2 or more panels . They will also set the stage in the breakout sessions (5 minutes) and then participate in the session along with the NRFC
