  3. Working Arrangements • The RPB consists of the 6 Leaders and Chief Executives for North Wales and is supported by the WLGA Regional Co-ordinator, Stephen Jones. The current Chair is Aled Roberts, Wrexham • It meets approximately every 3 months to discuss • Voice of North Wales Issues e.g. allocation of RTP funding • Sharing Best Practice • Progress and barriers on collaborative projects • Issues of concern e.g. NHS Reorganisation

  4. Governance The RPB has no executive decision making powers. The RPB has no dedicated budget. Any intentions or wishes relating to collaboration or lobbying expressed by the RPB must be ratified by each of the 6 Local Authorities e.g. Learning Disability project and stance on North Wales Prison, EDT out of hours service

Governance • The RPB agenda is made up of a number of different issues and not just collaboration, for example: • Review of the Work of the North Wales Social Services Improvement Collective • North Wales Voice Updates • Developing the North Wales Waste Treatment Project • Re-organisation of the NHS in North Wales • Regional Co-ordinator’s Update Report • Key Project Updates

North Wales Social Services Improvement Collaborative (NWSSIC) • Established in November 2006 Aims: • Support and promote Social Services improvement through collaborative works, working in partnership • With a focus on delivering solutions to difficult issues requiring cross regional/sub-regional/cross sector working • Contribute to and take lead role on partnership working in conjunction with RPB

North Wales Social Services Improvement Collaborative (NWSSIC) Membership 6 Statutory Social Services Directors Representation of Heads of Adult Service, Children’s Service, Business Support Meets monthly Current chair – Sally Ellis Co-ordination and support by Vicky Poole – Improvement Manager Social Services Improvement Agency Finance support from SSIA

Existing collaborative projects • NEW Emergency duty Team – fully operational • Adoption Project – development of regional adoption • service • Project to consider the impact of a shift in balance • of Health Services towards community based Health • and Social Care Services in North Wales • Regional development of citizen centred services • for adults with Learning Disabilities

Existing collaborative projects • Regional Telecare Services – now being overseen • by Chief Executives • Short-term breaks for Children with Disabilities • Regional Pre-placement Agreement for Care Homes • (Adults) • North Wales Procurement Partnership • Workforce development/training • Regional Domiciliary Care Contract

Forward Work Programme 2009/10 • Continuation of learning disabilities project • Finalise Adoption Project • Scoping out feasibility of collaboration in Older Peoples Services, specifically dementia, hospital social work and provider services. • Development of Commissioning Strategy for short-term breaks • Continue work on Regional Agreement for Care Home Placements • Continue work on Regional Contract and domiciliary care with North Wales procurement partnership

TELECARE • Delays in agreement to future operating model meant WCBC decided to investigate modern services on its own. • WCBC still has option to rejoin a regional service at future point • Challenges in project leadership, hence now Chief Executives involved • Chief Executives requested full business case of all options from one regional service to 2 monitoring centres.

Housing Issues There are currently no Housing related collaboration issues being considered by the RPB However we have shared experiences in Business Plan preparation for WHQS We are looking at ways in which we can share good practice across the North Wales region Regional Telecare project has connection with housing (see separate slide)

  16. Health Issues • The RPB has tried to retain influence during the NHS reorganisation by nominating a Chief Executive to attend various planning meetings. • In addition Mary Burrows has attended the RPB recently where issues such as localism, Management Board representation, legacy statements and Asset planning were discussed. This dialogue is expected to continue over coming months.
