Helping Our Customers Through the Rebanding Process Al IttnerSr.Manager Spectrum & Regulatory Strategy 847-576-3536 Al.Ittner@motorola.com
Getting Started • Determine the impact of rebanding on your system • Carefully analyze your system; consider doing a system inventory/audit • What frequencies are programmed in your radios • Both frequencies on your license and those used under sharing agreements • Find your category • A – Channels in first 150 only * (806.0125/851.0125 – 809.7375/854.7375) • B – Channels in NPSPAC only (821.0125/866.0125 – 823.9875/868.975) • C – Channels in NPSPAC and first 120 • D – Channels in Interleaved spectrum (809.7625/854.7625 – 815.9875/860.9875) * PS and CI in first 120 only
Retune/Reprogram/Replace/Update Definition • Retune: Updating the channel frequencies via the Customer Programming Software/Radio Service Software programming software • Reprogram: Updating operating software via software FLASH with new frequencies & band plan • Update: One or more boards must be replaced in the equipment to enable retuning or reprogramming • Replace: Cannot be updated to support new frequencies or band plans

Category A • System with channels from 806.0125 / 851.0125 to 809.7375 / 854.7375 • Relocates to channels from 809.7625 / 854.7625 to 816.9875 / 861.9875 • Does not have any NPSPAC channels including Mutual Aid programmed in radio • Equipment impact • Radio units can be retuned to new frequencies • Radios in red are class B IM protection. Motorola recommends replacing those units for better interference protection* * Costs to replace radios that can be retuned or reprogrammed will be the responsibility of the licensee

Category C • Channels in both NPSPAC and the first 120 channels • May be a multi-step process • Move of first 120 channels is a retune • Second move will require reprogram and/or replace • All radios with NPSPAC channels must be reflashed with new radio software to operate in 806/851 - 809/854 MHz • All radios must be retuned. The radios must be reprogrammed with a new RSS/CPS programming software to support new channels
Category D • At this time, no impact; however • Public Safety licensees on channels 815.0125/860.0125 to 815.9875/860.9875 can relocate if desired to frequencies below 815/860 MHz. • Retune only if move
How to Ensure Successful Rebanding • Understand individual system specifics • Generate customized plan • Extended network of support services • Validation of network operation after completion
Customized Management Services • Inventory – as needed • Assessment of existing equipment • Can it be Retuned / Reprogrammed? • Must it be updated or replaced? • Evaluate the impact to your operation • Evaluate impact on interoperability with neighboring systems • Develop Cost Information • Coordinate with Transition Administrator • Provide overall Project Management
Available Engineering Services • Baseline current system operation • Including Coverage ATP – as needed (mainly simulcast) • System Design • Frequency compatibility • Intermod (IM) studies • Detailed cut over plan • Method of Procedure (MOP)
Perform System Rebanding • Coordinate/Execute • Subscriber changes • Infrastructure changes • Site upgrades and antenna systems installation -- when necessary • Perform final Acceptance Test Plan
Determine If This Is A Good Time To Upgrade • Do you have an aging system? • Do you need Project 25 capabilities? • You will be touching your system in order to reband • You will be getting some amount of money to reband • You can minimize disruption by putting in a new system vs. rebanding a live system
ASTRO 25 System Family Specs • Our Project 25 system portfolio now covers breadth of systems • Trunked and Conventional • Provides Standards-based Interoperability • Most subscribers can operate in SMARTNET/SZ and ASTRO25 • Integrated Voice and Data available • Enables addition of advanced data services
