  1. Graduation Rate Process(Grade 9 Students) Anthony Tran Department of Research & Evaluation 12/01/2011

  2. Demographics • 53,104 enrolled in K-12 • 36 Elementary, 9 Intermediate, 10 High School • 95.4% Hispanic • 58.3% English Learner • 77.3% Socio-Eco Disadv. • 9.1% Special Education • 95.0% API School Mobility • 99.0% API District Mobility

  3. Different Graduation Rate Formulas • Number of graduates/number enrolled • Greene Method (Manhattan Institute) • Averaged Freshman Graduation Rate (AFGR) • Cumulative Promotion Index (CPI) • Kansas, Missouri, Illinois, Ohio, Virginia,… • National Center for Education Statistics definition (NCES) • Cohort Outcome (CDE)

  4. What’s Missing? • In-depth view of student movement, within and in-and-out of district, throughout their high school career and its effect on who graduates. • Critical Questions • How much movement is there really? • Where do students go when they leave? • How many students leave & do they come back? • What is our procedure for students leaving school?

  5. Necessary Clarifications Non-graduates are not the same as dropouts

  6. Important CALPADS Codes High School Graduates and Completers

  7. Important CALPADS Codes Exits counted as dropouts for grades 7-12 and Ungraded Secondary (US)

  8. Our Cheat Sheet sample.....

  9. Grade 9 Cohort, pt 1

  10. Grade 9 Cohort, pt 2 but our dropout rate was not 48% So what do the different rates mean?

  11. What We Learned • We didn’t have as many dropouts as people perceived • Roughly 38% (1,874) of grade 9 students from 2007 didn’t make it to senior year as a result of transfers to another CA school, move out of state, move out of US, etc. • 52% of grade 9 students from 2007 graduated, but it doesn’t mean we have a 48% dropout rate • Passing CAHSEE is not the biggest obstacle to graduating, credit completion is • There is a lot of confusion on appropriate use of exit codes & their definitions

  12. What We Did & Continue to Do • Hired district-level registrar • Monthly meetings/trainings for Registrars and Assistant Principals of Guidance • Continuing to assist with correct use of CALPADS exit codes • Reemphasis and training on credit completion • Monitoring credit completion at all grade levels • Credit recovery beginning in grade 9
