PARTICIPANTS IN THE VETERINARY ACTIVITIES AND THEIR ORGANIZATIONAL FORMS Law on Veterinary Matters Legal entity shall be established as: • veterinary practice; • veterinary station; • veterinary clinic; • veterinary pharmacy; • animal breeding and artificial insemination centres and • laboratory
PARTICIPANTS IN THE VETERINARY ACTIVITIES AND THEIR ORGANIZATIONAL FORMS Law on Veterinary Matters A licensed veterinarian that is not otherwise employed may establish: • veterinary practice if the requirements relating to facilities, premises and equipment for establishing a veterinary practice are fulfilled; 2) veterinary pharmacy if the requirements relating to facilities, premises and equipment for establishing a veterinary pharmacy are fulfilled.
REGISTRY Law on Veterinary Matters Legal entity shall be registered in: • Registry of business operators • Registry of Legal entities, which is kept by the Ministry If fulfil the requirements related to: • qualified personnel, • premises (facility), • technical conditions • related equipment.
REGISTRY Law on Veterinary Matters Registration Registration is carried out on the basis of the request that a legal Entity files with the Ministry and a decision of the Minister confirming compliance with the Requirements for performing veterinary activities. Removal from the Registry A legal entity shall be removed from the Register if it, on its own decision, ceases performing veterinary activities, or if it ceases to comply with the stipulated veterinary requirements.
VETERINARY PROFESSIONALS Law on Veterinary Matters Veterinarian professionals are: • veterinarians - who has obtained a diploma of the VII degree of professional education and who has passed the experts’ exam may perform veterinary activities. Total number -3722 • veterinary technicians - who has obtained a high school diploma of the IV degree of professional education and has passed the experts’ exam assists veterinarians • performs activities under veterinarian supervision and • may, under special circumstances, independently carry out certain surgicalprocedures (castration of swine). Veterinary technicians shall not: • carry out surgical procedures, • make diagnoses, • prescribe treatment • not use medicines without supervision.
VETERINARY PROFESSIONALS Law on Veterinary Matters INTERSHIP Veterinarians and veterinary technicians shall not carry out veterinary activities independently before they have served a veterinary internship and passed the experts’exam. The internship periodshall last for: • veterinarians -one year • veterinary technicians -6months Veterinarians and veterinary technicians upon the completion of internship and beforethey completethe experts’ exam up to one year, shall be allowed to carry out certainveterinary activities under thedirect supervision of a veterinarian. EXPERT’S EXAM Upon the completion of the internship, veterinarians and veterinary technicians shall pass the experts’ exam within a period of 1 year. Veterinarians and veterinary technicians shall take the experts’ exam in the presence of an Examining Board formed by the Minister.
DISEASE SURVEILANCE Law on Veterinary Matters Measures for Preventing Outbreaks of Infectious Diseases of Animals In order to protect animal and human health from animal diseases that can be transmitted to humans and to improve then activities related to the protection of animal health, documents for planning shall be designed. Planning documents referred to in paragraph 1 of this Article are: • Long-term strategy for animal health protection; • Programme of measures for protection of animal health; • Special animal health protection programmes.
DISEASE SURVEILANCE Law on Veterinary Matters Long-term Strategy for Animal Health Control The Government shall bring the Long-term strategy for animal health control for a period of 5 years. The Long-term strategy shall stipulate the scope of measures for animal health protection an diagnostic methods for infectious disease for protection of animals against infectious diseases that can be transmitted to humans, stipulate the financial resources for its implementation that shall be provided from the budget of the Republic.
DISEASE SURVEILANCE Law on Veterinary Matters Special Animal Health Protection Programmes Special animal health protection programmes shall be established in the case of outbreaks of extremely dangerous infectious and exotic diseases and for the prevention of the spread of endemic diseases.
DISEASE SURVEILANCE Law on Veterinary Matters PROGRAMME OF MEASURES FOR PROTECTION OF ANIMAL HEALTH In order to:prevent the occurrence, early detection, spreading, monitoring, suppression and eradication of contagious animal diseases the Minister shall prescribe the Programme of Measures for Animal Health Protection at the latest by the end of January of the current year. The Programme of Measures shall stipulate: • the concrete measures, • deadlines, • modes of implementation, • operators that shall implement the measures, • source sand disposal of funds • mode of control of the implementation of measures. Protection of humans against infectious diseases that can be transmitted from animals to humans shall be organised and implemented in cooperation with the state administration bodies, other organisations and institutions in charge of health matters.
DISEASE SURVEILANCE Law on Veterinary Matters Tender for the implementation of the Programme of Measures The Programme of Measures for Animal Health Protection related activities, defined as a matter of public interest, shall be offered to legal entities through a tender procedure launched by the Ministry and published in ‘Official Gazette of the Republic of Serbia’. Tender procedures shall not be launched for the following: • duties performed by the National Laboratory; • duties performed by public veterinary practices or veterinary stations referred to in Article 15 of this Law; • duties performed by the veterinary service; • vaccination of dogs and cats against rabies. The Public Tender referred to in paragraph 1 of this Article shall include: • the type of public matters for which the tender shall be launched for; • implementation timeframe; • proof of compliance with requirements related to experience, results, and previous meeting of deadlines; • deadline for making and publishing a decision on selection of legal entity; • mode of communicating the results of the tender procedure. The tender referred to in paragraph 1 of this Article shall be managed by a Commission formed by the Minister. The Minister shall approve the selection of a legal entity to implement the related public matters activities. Results of the Tender are published in the ‘Official Gazette of the Republic of Serbia’.
DISEASE SURVEILANCE Law on Veterinary Matters Contracts on Businesses of Public Interest Following the decision on selection, the Ministry shall conclude the contract with the legal entity authorised to implement the related businesses of public interest defining the following: • businesses of public interest that are subject of the contract; • area of implementation of businesses of public interest; • veterinarians that shall perform the related activities; • methods, modes, and procedures for implementation of businesses of public interest; • mutual rights, duties, and responsibilities; • office hours and the method of providing continual protection of animal health; • contract validity period; • sources of financing of businesses of public interest.
PROGRAM OF MEASURESFOR THE ANIMAL HEALTH PROTECTION 2008 • Identification and registration of animals, holdings and entering data in Central data base • Zoo-sanitary and bio-safety measures • Active surveillance • Immune prophylaxis measures - vaccination CSF, ND, Rabies • Diagnostic testing - highly contagious diseases and zoonoses; - bovine animals for Brucellosis, Tuberculosis, Enzootic Bovine Leucosis and Blue Tonguedisease - ovine and caprine for Brucellosis and Blue Tongue disease; - Trichinelosis, Salmonelosls, Fowl Typhoid, Avian influenza, Avian Chlamidiosis, Equidae infectious anemia, Leptospirosis, Q fever, fish disease and bee disease and infection of bovine and ovine caused by aerobe and anaerobe; • Abortus program • Diagnostic testing in centers for artificial insemination - bovine and pigs and diagnostic testing of breeding bulls and boars, intended for natural mating.
PROGRAM OF MEASURESFOR THE ANIMAL HEALTH PROTECTION FOR THE YEAR 2008 10. PLAN ON UNDERTAKING THE IMMUNE PROPHYLAXIS MEASURES AND DIAGNOSTIC CHECKS Undertaking of the activities according to the Program of Measures shell is carried out by Veterinary organizations contracted by the Ministry, with the exception of vaccination of dogs and cats which can be carried out by all veterinary organization according to the law. Veterinary Services shall conduct the Program of Measures for their own animal husbandry. Before conducting of immune prophylaxis measures and diagnostic checks veterinary organizations and veterinary services have to prepare plan and deliver it to the competent veterinary inspector. One copy of the plan verified by the authorized person from the veterinary organization and veterinary inspector have to be submitted to the competent institute. Institute compiles all received reports and report verified by signature and seal of the authorized person in the Institute and by Chief of veterinary inspection submits to the Ministry.
