  2. Session Overview Through case studies, this session will focus on recent interpretations and hot topics relative to the current application of the two-year college transfer legislation. Additionally, recent legislative changes to the two-year and their application will be highlighted: Increased academic standards for qualifiers and nonqualifiers. Competition standard vs. athletics aid and practice standard for nonqualifiers.

  3. Learning Objectives • Identify changes to legislation and effective date. • Differentiate application of standard for competition and standard for access (i.e., aid and practice) for nonqualifiers. • Recognize two-year core course requirements and potential issues in regards to transferability. • Understand transfer-eligibility as one prong in overall eligibility evaluation (e.g., PTD and amateur certification).

  4. Learning Objectives Increase confidence in calculating transfer GPA and identifying resources available. Describe summer term prior to initial full-time enrollment limitations. Understand two-year transfer issue next steps (e.g., year in readiness, academic redshirt).

Directors of Basketball Operations Walks Into Your Office to Talk About… • Buster from Southern California. • Director of Basketball Operations thinks Buster is: • A program-defining player. • A nonqualifier. • In his fourth semester at a two-year institution in San Francisco. • On track to graduate with his A.A. degree after this term.

  6. What Do You Need to Complete a Preliminary Transfer Evaluation for Buster? • NCAA ID to confirm qualifier/nonqualifier status. • Transcripts from each institution attended. • Transferable-degree credit evaluation from registrar’s office. • Majors of interest at the institution. • Degree audit or “what if” form from each of potential majors.

  7. Here’s What You Have • Buster never registered with the NCAA Eligibility Center. • Official transcripts are in the mail. • Registrar’s office has done a preliminary transfer-credit evaluation based on unofficial transcripts.

Here’s What You Have • Evaluation shows: • Four full-time terms (2010-11 and 2011-12, with 2012 spring term in progress). • 48-transferable hours (15 in progress). • Six additional hours that would be transferable but for grades earned. • Six hours of D earned and then repeated earning six hours of F grades in those same two courses.

  9. Here’s What You Have • Evaluation shows: • One math course complete (three credits), zero English. • Eight-transferable hours labeled “PE” (all A’s). • 2.50 cumulative GPA calculated by two-year school on the transcript (D grades are included in calculation).

Evaluating Buster’s Eligibility • Questions for NCAA Bylaw 14.5 exceptions: • Qualifier or nonqualifier? • What does he need to do to meet transferable-credit requirements? • Any applicable limits on number of transferable credits? • What does he need to do to meet GPA requirements? • What’s included in the calculation? • Graduation requirements from two-year college.

  11. Evaluating Buster’s Eligibility • What else needs to be tracked? • Questions regarding Bylaw 14.4 for progress toward degree: • Progress toward degree. • 40/60/80. • Six hour.

NCAA Eligibility Center Certification Determines Which 2-4 Transfer Legislation Buster is Subject to: • Bylaw 14.5.4.1 Qualifier. • Minimum one full-time term, 2.0 GPA and an average of 12 hours per term. OR • Bylaw 14.5.4.2 Nonqualifier. • Graduated from two-year college. • 48-semester/72-quarter transferable (6/8 English, 3/4 math). • Three semesters/four quarters, 2.0 GPA on transfer credit.

  13. Physical Education Activity Courses • Men’s basketball 2-4 and 4-2-4 transfers cannot count more than two credits of PE activity courses to meet applicable transfer requirements. • Credit hour and GPA requirements. • Qualifiers and nonqualifiers. Bylaws 14.5.4.1.2, 14.5.4.2.4 and 14.5.6.2

  14. Physical Education Activity Courses • Exception. • For SAs who enroll in a PE degree program or education program that requires PE activity courses. • May count the minimum number of activity credits required for the specific degree program.

  15. Physical Education Activity Courses: Progress-Toward Degree All degree-applicable credits may be used for progress-toward degree and graduation requirements.

  16. PE Activity Courses Research two-year college transcripts and catalog to determine extent to which physical activity is a requirement for course credit. NOTE: Coaching theory, first aid and game officiating may not be considered physical education activity courses by your institution.

  17. Math and English Courses For nonqualifiers: Credits must transfer to the certifying institution as specific English or math credit, regardless of how the courses are identified on the two-year college's transcript. Bylaw 14.5.4.2 3-18-2009 staff interpretation

  18. Summer Courses • For nonqualifiers: • No more than 18/27 transferable hours total earned during summer. • No more than 9/13.5 transferable hours earned during summer immediately prior to transfer. Bylaw 14.5.4.2.1

  19. Other Limits on Transferable Credits May not exceed institutional limits (overall or specific area) when evaluating transferable-credit hour requirements. 03/04/2011 Official Interpretation

Calculating GPA • Grades earned in all courses that are normally transferable must be considered, even if institutional limits on number of transferable credits from the two-year. • Regardless of grade earned and whether grade would make course nontransferable. • Last grade earned in repeated course used for calculation. Bylaw 14.5.4.5.3.2 and 03/04/2011 Official Interpretation

  21. How Do We Evaluate Buster? Qualifier? Nonqualifier? Need more information?

  22. Assuming Buster is a Nonqualifier • What are potential issues with Buster’s transfer eligibility? • Transferable hours. • GPA.

  23. Transferable Hour Potential Issues • No English. • Will math course transfer in as math? • Eight total “PE.” • 15 of 48 transferable hours in progress. • Six of previous 45 credits D (and did worse when repeated).

  24. GPA Potential Issues • Eight A’s in PE part of current 2.50. • Six F’s not included in transcript GPA. • When included in GPA = 2.346. • 15 credits in progress. • Additional credit requirements not completed.

  25. Options for Buster • Does PSA still have options regarding meeting transfer eligibility? • Summer. • PE activity credit exceptions.

  26. When Evaluating Transfer, Don’t forget PTD • Buster has enrolled in four full-time terms. • In addition to transfer requirements: • Six-semester or six-quarter hours of academic credit during the previous term of full-time enrollment; • Designate a degree program; and • 40% of the course requirements in designated degree program.

  27. Getting Closure on Buster • Will declare an Education major which requires four PE activity courses. • Earns a 2.0 GPA in his 15 hours spring 2011. • Completes nine credit hours in the summer with a 2.0 GPA. • Six transferable English. • Three to satisfy A.A. requirements.

  28. Buster’s Final Evaluation:14.5 Evaluation Nonqualifier. Four full-time semesters. 54 transferable (six transferable hours completed in summer). A.A. degree. 2.225 GPA in courses regularly transferable. Six English, three math.

  29. Buster’s Final Evaluation:Bylaw 14.4 Evaluation Education major declared (PE track with required four credits of PE activity courses). Minimum 120 credit hours to graduate. 54 transferable and degree applicable = 45%. Earned 15 transferable credits in last full-time term (spring 2012).

  30. What is new for 2012? • Changes to current bylaws for SAs first entering a collegiate institution full time on or after August 1, 2012: Qualifiers and Nonqualifiers: • The physical education activity limits will be applicable to all sports. • Minimum transferable grade-point average needed for competition in first year in residence increases to 2.500. For nonqualfiers who don’t meet 2.500, may practice and receive athletics aid above a 2.000.

  31. What is new for 2012? Nonqualifiers: • In addition to six semester/eight quarter hours of transferable English and three semester/four quarter hours of transferable math, will need three semester/four quarter hours of transferable science. Other: • Increase to 2.50 for any applicable transfer exception with a grade-point average component (i.e., discontinued/nonsponsored sport exception)

What is new for 2012? 4-2-4 transfers who first enter any collegiate institution full time on or after August 1, 2012, will be subject to changes as well: • 2.500 GPA for base rule and discontinued/nonsponsored sport qualifier exception. • Physical Education activity course limits applicable to all SAs. • Nonqualifiers subject to completion of transferable core–curriculum requirement(six semester/eight quarter hours of transferable English and three semester/four quarter hours of transferable math, will need three semester/four quarter hours of transferable science). • May use transferable credits earned while enrolled at a previous four-year college to meet requirement.

  33. What’s new for 2012? • New waiver committee for 2-4 and 4-2-4 transfers. • Subcommittee of Progress Toward Degree Waiver Committee. • No longer Subcommittee for Legislative Relief Waiver. • AMA Online case type called “DI Two-Year College Transfer Waiver” has been created.

  34. What’s new for 2012? Creation of Two-Year College / NCAA Working Group. Members of Committee on Academic Performance and the Academic Cabinet. Presidents, Commissioners, Athletics Administrators, Academic Advisors from the Two-Year Community. Revision to the Year in Academic Readiness Concept. Development of new concepts for Membership feedback.

Not Five Minutes Later….you have a line • Golf coach wants to talk to you about Tobias who he thinks: • Is a nonqualifier. • Can tear it up on the links • Will enroll at the institution on daddy’s dime (a very prominent alum) with intent to get on the team next year. • But just as easily may flake out and transfer to the two-year institution near his buddies after a semester.
