APR Calculations • Status: measured on a three-year average • Progress: two-year averages are compared to determine improvement – Need three years of test data. • Growth: measures individual student gains • Map Index (MPI) is calculated by multiplying the number of students at each level by • 1=Below Basic • 3=Basic • 4-Proficient • 5=Advanced • Then divided by the number of students who took the test and multiplied by 100.

Senate Bill 1490 • The State Board of Education must convene work groups on English language arts, mathematics, science, and history and governments whenever it develops, evaluates, modifies, or revises either academic performance or learning standards. • The state board must modify and revise, as necessary, the statewide assessment system based on the standards adopted by the board. • The state board must adopt and implement academic performance standards beginning in the 2016-2017 school year.
Senate Bill 1490 • The department must pilot assessments from the Smarter Balanced Assessment Consortium during the 2014-2015 school year. The 2014-2015 school year, and any time when the department develops a new statewide assessment system, academic performance standards, or makes changes to the Missouri school improvement program, will be a pilot year for calculating the district's annual performance report.
Senate Bill 1490 Impact • Current MSIP calculations require three years of test data. • Since 14-15 scores are not reportable, this means that 15-16, 16-17 and 17-18 scores must me used. • This will delay the first MSIP APR for accountability purposes until August of 2018. • Districts with low status may decide to lower scores their first year in an attempt to increase progress points. • It is in our best interest to do our best every year.

EOC Requirements • Class of 2014 – Algebra I, English II, Biology, Government • Class of 2015 – Algebra I, English II, Biology, Government • Class of 2016 – Algebra I, English II, Biology, Government, English I, American History • Class of 2017 – Algebra I (or Algebra II), English II, Biology, Government
Conclusions • We need to continue with our current plan for Curriculum and Assessment. • We may have one year of EOCs that will not count. We can use this year to relieve some pressure from teachers and encourage them to try new researched based teaching strategies. • We need to maintain high performance on EOCs once they do count because we rely on Status and Progress for points, and because it is the right thing to do.
