Specific Actions • Drivers for promotion of sanitation movement • Dedicated department for water and sanitation • Early finalization of provincial sanitation policies • Sanitation acts, rules and regulations • Devolution of powers to UC level • Discretionary funds to politicians to be streamlined • Organizational restructuring/capacity building of institutions • Effective accountability mechanism • Capacity building of union councils • Training of sanitary workers

Specific Actions • Cost effectiveness of sanitation projects • Community mobilization and participation • Integrate hygiene aspects in school curricula • Open drains should be converted into covered network • Decentralized wastewater treatment and re-use technology • Mapping of existing sanitation facilities • Need-based/separate allocations for water and sanitation • Incentives and rewards (especially for sanitary workers) • Partnerships at the local level • Performance indicators • Monitoring committees to be made functional
