  2. FOCUS ON RURAL HOUSING • Defining Homelessness - Without pacca house. • Pacca house is based on longevity and durability of the house and not materials or technology. • Methodology of Identification of Homeless will be left to state governments.

  3. STRATEGY TO FINANCE • Unit cost between Rs 80,000 to Rs 100000 with minimum size of 25 sq.mts to 30 sq.mts. • Strategy to finance it : Subsidy to cover minimum core structure (Pacca) to the tune of 70% of the house with balance to be mobilized from SHGs, Cooperatives, Beneficiary contribution and credit availability.

  4. METHODOLOGY OF EXECUTION • Number of years to take it further – 5 years (Phased in 25% annually by taking gram panchayats with min homelessness first). • Execution capacity- Panchayati Raj engineering wing by involving beneficiaries. • Availability of skills if not available will be trained through the technical training institutes.
