Rural Technology Delivery One of the areas of focus of the Office of the Principal Scientific Adviser to the Government of India is related to the development and dissemination of technologies for rural development.
Role of PSA’s Office • Many S&T NGO’s (Non-Governmental Organizations with an S&T focus), and other agencies (voluntary and governmental) have achieved significant success in assessing the technology needs of a region and, perhaps upto a point, determined and implemented the technology solutions. • It is possible to go on from there and refine and enhance these technologies and spread their reach, using the tremendous S&T platform that India has built up since independence. This is where PSA’s office can make a significant contribution.
RuTAG – A Synergising & Catalyzing Mechanism • RuTAG is a synergizing and catalyzing mechansim, and not a major funding mechanism. • It can, however, also provide help and advice in seeking funds from other agencies. RuTAG is conceived of as a mechanism to provide a higher level of S&T intervention and support, than hitherto achieved. • This intervention which is essentially demand-driven, could be for technology upgradation, technology training and demonstration or through any other innovative method.

What has been done so far • 7 RuTAGs have been established, all in the IITs, one each in Uttarakhand, Tamilnadu, Assam (for NE states), West Bengal, Delhi, Mumbai and Ropar • Linkages with State Government, R&D Laboratories, Educational Institutions and Corporate Sector/ Industry are being developed • Very innovative technology upgradation projects have been successfully implemented.
RuTAG- Uttarakhand (IIT, Roorkee) • Identification of Recharge Zones to Drying Springs in mountain regions of Uttarakhand • Isotope Hydrology Technique from BARC • First project in Gauchar, Uttarakhand • Now being replicated in 10 locations in Uttarakhand, J&K and Himachal Pradesh • Initial exploration in Mizoram
DEVELOPMENT OF IMPROVED GRAVITY BASED ROPEWAYS FOR THE HILLY REGIONS OF UTTARAKHAND • Technology improved by IIT, Roorkee • 40 quintals can be transported in an hour • Successfully demonstrated at Nowgaon • State govt. is replicating at 70 places • Food Processing • Technology improved by CFTRI, Mysore • Improved packaging and Nutritional standards • Improvement in quality • Introduction of GMPs • Prasad at Badrinath and at Vaishno Devi
RuTAG- Tamilnadu (IIT, Madras) • Natural Dyes- conversion to powder form • Technology developed by IIT, Madras • Standardization and field trials are going on • Sanitary Napkins • Improved Technology from Kumaraguru College of Engineering • Better absorption • Lighter in weight • Improved materials • 4 replication projects
Coir Spinning Ratt • Technology up gradation by IIT, Madras • Better efficiency • Improved safety features • Light weight pulleys • Field trials completed successfully • Miniature Wind turbine driven generator • Motorized Pirn winding for cotton yarns • Upgrading of technology for pit looms • LED lighting systems • Solar ceiling fans for village schools
RuTAG- North East (IIT, Guwahati) • Modified cycle for carriage of bananas and vegetables • Standardization of production of activated charcoal and vinegar from bamboo • Development and standardization of micro organisms for piggery and poultry • Water filter for removal of arsenic • Compressed fortified feed stock making machine (for Yaks)
RuTAG- Eastern India (IIT, Kharagpur) • Development of pedal driven amber charkha • Improved techniques for mat weaving • Quality testing of Tassar Silk • Tamarind deseeding machine • Pedal operated potter’s wheel • Sisal leaf fibre extraction machine • Sabai grass rope making machine • Paddy de-weeder • Earthworm separator
RuTAG IIT, Delhi • Improvement of Biogas conversion kit for 5-25 KVA engine capacity - IIT, Delhi and Ideal Institute of Technology, Gaziabad - Removal of the fuel injection system, Incorporation of a suitable spark plug, Modification of the engine intake system and a specially designed ignition system • Evaluation and Standardization of animal driven water pump - To study each component in detail and prepare specifications - Evaluation and standardization - Study the factors affecting the efficiency and improve the same • Comparative study of bullock driven tractors - Different designs available with cost ranging from Rs. 12000 to 45000 • Short term management programme for rural entrepreneurs
