ECM Risk Assessment and Acceptance
ECMs have taken substantial risk across the board in significant award level reductions or removals.
ECM Target is based on FLEET NEED but does not fully account for Spring 09 EPA, Medical Buyback, Adaptive Core and other projected or approved EPA growth (CYBERWARFARE, etc).
Future Concerns
Exhausted FY09 funds
Starting to build FY10 SRB message with plans to meet shortfalls in retention, sustain critical skills, account for planned growth, Post 9/11 GI Bill, changes in economy, etc.....
SDAP
SDAP normally reviewed annually and the rates adjusted accordingly.
As of a April approx 25,981 personnel are receiving SDAP.
Latest SDAP rates are in NAVADMIN 156/09.
Annually SDAP recertification due 31 Aug 2009 (ref NAVADMIN 168/09).
Important that commands ensure only authorized personnel are drawing SDAP.
