Section 5.1.3 of the EAHCP Requires the EAA to: Conserve 20,000 ac-ft/yr of Edwards Aquifer withdrawals One-half of the conserved water (10,000 ac-ft) will be committed to remain in the Aquifer unpumped Establishes “Initial Commitments” Allows for the understanding that it will take time to achieve 20,000 ac-ft of conservation and initially water in the program will be loaned from participating entities to realize an immediate benefit

  4. RWCP Budget • Table 7.1 Budget = $19,730,000 • Texas A&M Expense = $1,000,000 over 5 years • Bureau of Rec Grant = $297,750 (to be expended in 2013 & 2014) • Implementation Funding = $19,027,750 • Program Implementation Estimate: $19,027,750 / 20,000acft = $951/ac-ft conserved

  5. RWCP Elements and Criteria • EAHCP will provide conservation funding in exchange for reduction of Edwards Permit • For every 2 ac-ft conserved, a Edwards permit is reduced by 1 ac-ft • For Exempt Well users, there is no reduction of permit but 100% of conservation will be credited by USFWS • Lost Water and Leak Detection • High Efficiency Plumbing • Large-Scale Commercial/Industrial Retrofit • Water Reclamation

  6. RWCP Elements and Criteria • Amount of funding per project is based on $/ac-ft conserved • $950/ac-ft established as guide-line • Small communities compared to large communities • Cost sharing (direct or indirect) • All Edwards Permit holders may participate • Priority Ranking of municipalities (Texas A&M) • 3 community assessments annually (Texas A&M)

Moore Plumbing Contract • Supplies HE Plumbing Kits for Conservation Contracts • Up to 40,000 HE Plumbing Kits • Not to exceed $4,501,516 • Purchased and paid for as needed • Includes delivery in EAA jurisdiction • Manufacturer warranty on hardware • “Caroma” dual flush toilets • “Fluid” aerators and showerhead

  10. SAWS HE Plumbing Contract • Will not be executed San Antonio Zoo Conservation • Currently Building Proposal w/ SA Zoo • $800/ac-ft • Retrofit (Variable Speed Pump) • Retrofit (Aquarium Collection Tower) • Reclaimed/Retrofit (A/C Condensate Collection)
