  16. Engagement of cook-cum-Helpers MDM-PAB has approved 18740 cook-cum- helpers to be engaged during 2012-13 in the State, however the State has not engaged any cook-cum-helpers till date. Ministry of HRD, Govt. of India

Observations by Monitoring Institution : Centre for the Study of Developing Societies, (CSDS), Delhi for the period April to September, 2012Districts covered : East Delhi & North East Delhi • Non-availability of FCI food grains at centralized kitchen in advance. • The cooking costs are received by suppliers generally about50-60 days after supplying of meals. • About 70% of children reported their dissatisfaction with the quality of meals. About 67% children do not like sujee halwa. Teachers and children reported Halwa should be replaced. • MDM in-charge personnel in DOE schools were not aware or clear about the quantity of cooked meal to be received by them at school. • MDM logo was not displayed in any of the visited schools. • Distribution of MDM remains unsupervised by teachers. They leave it to helpers. The overall participation by parents/VKS/ and urban bodies was poor in all schools. Ministry of HRD, Govt. of India

ISSUES • Low coverage of children (62%) vis-à-vis enrolment. • Non-availability of FCI food grains at centralized kitchen in advance. • Poor performance on data entry in MDM-MIS. • State Government has not appointed cook-cum-helpers as per PAB approval. • Only one SSMC meeting held during the year. • Very low MME utilisation. • No distribution of Vitamin ‘A’ dosage. • More than 70% children not covered under health check up. • Lack of coordination among implementing agencies.
