Equality Delivery System Protected characteristics The EDS is a framework designed to help us review and assess our equality performance • Age • Disability • Gender re-assignment • Marriage and civil partnership • Race including national identity and ethnicity • Religion or belief • Sex (that is, is someone female or male) • Sexual orientation • Pregnancy and maternity The EDS applies to people afforded protection, by the Equality Act 2010, from unfavourable treatment because of specified ‘protected’ characteristics The EDS will help us understand how we can make improvements for our staff and patients. Success is dependent on identifying future priorities and equality actions that integrate into our mainstream business plans
EDS - Analysis Organisations analyse and grade their equality performance against 18 outcomes grouped into 4 objectives: 1 Better health outcomes for all 2 Improved patient access and experience 3 Empowered, engaged and included staff 4 Inclusive leadership Consultation must be inclusive , representative and involve staff, patients, local communities, Third Sector organisations etc…
Consultation Plan • Face to face consultation Gateshead/South of Tyne • Regional groups – Tyne Trans, LGB • Questionnaire – targeted to groups across the region • Twitter/ Facebook • LINKs • Governors • Information through PCT’S and Equality and Diversity leads across the region • Pals • Questionnaire published on Internet • Questionnaire – communicated through payslip and the Summary- published on internet • Bulletin in control room • Focus group in control room • Staff side • Group discussions in E&D meeting • Self Assessment • Drop in sessions in Durham and Ashington • Staff networks – BME, LGB and Religion and Belief • Staff Governors Patients/ Communities & Interest groups Workforce
EDS – Grading Self Assessment -Organisations analyse and grade their equality performance Grading Equality Objectives will be agreed by the grading panel Objectives will be SMART ; published by 6th April and reviewed on an annual basis • For each EDS outcome, there are four grades, and a • RAG “plus” rating, to choose from : • Excelling – Purple • Achieving - Green • Developing – Amber • Undeveloped – Red • A representative grading panel will meet on 27th March to analyse evidence and agree the grade. Grading is evidence based; where no evidence can be provided, the grade will remain at ‘undeveloped’. Equality objectives will be formulated, agreed by the grading panel and published on 6th April 2012. Equality objectives need to be SMART The plan will cover four years and be reviewed annually.
