Aim of / conceptual idea behind ESPI • Integration of ES / NC into different sectoral policies is key to the transition to a truly ‘green’ green economy. • → Systematic and comprehensive assessment of ES integration across relevant policy sectors offers logical starting point for the transition. • ESPI assessment can help to identify: • needs for policy coherence between sectors • ‘win-win’ opportunities between different policy objectives • windows of opportunity and possible bottlenecks for the transition.
Logic of ESPI assessment • Identifying relevant policy sectors • Assessing level of ES integration in these policy sectors • Differentiating between conceptual vs. operational integration • Conceptual: does the policy show complete and up-todate understanding of ES/NC? • Operational: does the policy provide concrete instruments built on ES/NC knowledge to address potential threats? Towards ESPI assessment framework(under development) • Building on the conceptual basis, aim to develop a more comprehensive and operational ESPI assessment framework • Target audience: decision-makers at all governance levels that are in need of guidance for ES / NC policy integration • Format: 20 page guidance document • ESPI assessment framework would consist of: • Step 1: assessment of the current level of policy integration (as per earlier) • Step 2: identification of key policy and sectoral opportunities and needs for future integration • Step 3: using the green economy framework as a strategic and holistic platform for planning take up and further implementation in practice • Step 4: (planning for) assessing and monitoring policy impacts
