UIL RULE CHANGES2014 - 2015 GENERAL • Updates to the existing UIL rules for broadcasting post-season events. • Approved a 2 year Pilot study for 5A and 6A schools to conduct a 3 day tryout period beginning in the Spring of 2015 for sixth graders in preparation for 7th grade participation the following year.
UIL RULE CHANGES2014 - 2015 FOOTBALL • Allow sub-varsity teams in Conferences 5A and 6A to play on Wednesday of week one only if the varsity has a Thursday game that same week. • Implementation of the 40-second play clock in addition to the 25-second play clock. CROSS COUNTRY • Increase the number of qualifiers to the top four teams and top ten individuals (who are not already on one of the advancing teams) from the regional meet to the state meet.
UIL RULE CHANGES2014 - 2015 GOLF • Allow coaches to coach their players from tee to green. TRACK AND FIELD • Add wheelchair competition events as a Pilot Program to the 2014 Track and Field State Meet. • Allow the district executive committee decision on qualification from district to regional competition in track and field. OFFICIALS • Require changes to Section 1204, Officials, of the UIL Constitution and Contest Rules to conform to the law.

UIL Coaches Education Link available on the UIL website or visit www.nfhslearn.org • “NFHS TEACHING AND MODELING BEHAVIOR” COURSE • 1.5 hour course/$20 – minimum penalty for coach ejection • “NFHS FUNDAMENTALS OF COACHING” COURSE • 6 hour course/$35 – all first year coaches and any coach who is not a full time employee of the school district. • PLEASE PRINT CERTIFICATE TO VERIFY COMPLETION. • 3. Safety Training for Cheerleader Coach/Sponsor

Concussion Management • The information provided on the Health and Safety section of the UIL web site will update interested stakeholders on the UIL requirements for concussion management in student-athletes participating in activities under the jurisdiction of the UIL and will also provide information on compliance with Chapter 38, Sub Chapter D of the Texas Education Code (TEC) that was amended by the passage of House Bill 2038 during the 82nd legislative session.
Concussion Management FOOTBALL HELMET SAFETY REQUIREMENTS, EFFECTIVE FOR THE 2012-13 SCHOOL YEAR • According to section Sec. 33.094 of the Texas Education Code: • (a) A school district may not use a football helmet that is 16 years old or older in the district's football program. • (b) A school district shall ensure that each football helmet used in the district's football program that is 10 years old or older is reconditioned at least once every two years.
Concussion Management • (c) A school district shall maintain and make available to parents of students enrolled in the district documentation indicating the age of each football helmet used in the district's football program and the dates on which each helmet is reconditioned.
“NO PASS NO PLAY” Eligibility for the FIRST Six Weeks (Credit Requirements): • Grades nine and below - promoted • Second Year of High School- five accumulated credits • Third Year of High School - ten accumulated creditsor five credits within the last twelve. • Fourth Year or High School - fifteen accumulated creditsor five credits within the last twelve months
LIMITS ON PRACTICE AND PERFORMANCE Activities Outside the School Year: • One practice - no more than three hours. • More than one practice - no more than five hours total. • Maximum length of any single practice - three hours. • More than one practice - a minimum of two hours of rest/recovery time between practices. • No consecutive days of multiple practices allowed (exception: Volleyball).

C&CR Section 440VARSITY ELIGIBILITY ELIGIBILITY FOR ATHLETIC CONTESTS: • Meets all requirements of Section 400 • Parent Residence (Waiver) • Age Rule (Waiver) • Amateur Athletic Status • Changing Schools for Athletic Purposes (PAPF)
PREVIOUSATHLETIC PARTICIPATION FORM (PAPF) Changing schools for athletic purposes: • All new students in grades 9-12 who have ever practiced (before, during or after school) or participated in any UIL athletic activity in grade 8-12 at another school MUST have this form completed by the previous school (last school of participation) and be approved by the District Executive Committee before they are eligible to participate at the varsity level at the new school. • A PAPF is not required for subvarsity competition.
PREVIOUSATHLETIC PARTICIPATION FORM (PAPF) Changing schools for athletic purposes: • Common Indicators • Checking to see if a student was recruited • Ascertaining whether a student was in good standing in the previous school, either academically or in a sports program • Determining if a student was unhappy with a coach in the previous school • Determining if a student played on a non-school team and is transferring to the school where members of the non-school team attend
PREVIOUS ATHLETIC PARTICIPATION FORM (PAPF) Changing schools for athletic purposes: • Common Indicators • Determining if a student played on a non-school team and is transferring to the school where the non-school team coach, or a relative of the school coach, is the school coach. • Determining if a student received individual or team instruction from a school coach and is transferring to the school of that coach.
PAPF-MISC. • Submit both page 1 and 2 (PAPF and Questionnaire) • Complete most updated version of PAPF and Questionnaire • Send a legible copy • *UIL does not retain a copy of the PAPF when returned to school for revisions or clarifications.
Process for Previous Athletic Participation Form (PAPF) PAPF starts with school after student has enrolled in new school New school completes and sends to former school DEC Committee reviews PAPF to determine varsity eligibility Former school completes and sends back to new school New school sends PAPF to District Executive Committee Chair (DEC) If all of Section 3 is “No” If any of Section 3 is “Yes” DEC Chair sends approved copies to School and UIL Office DEC Hearing Required
