The apprenticeship levy proposal • Paid by all ‘larger employers’ in all sectors (250+ employees?) • Paid as a PAYE percentage top-up (0.5%?) • Paid whether or not involved in apprenticeships • Predicted that many ‘larger employers’ wont uselevy pot so those that do will get a capped top-up • No cash contribution beyond using levy pot • Levy pot will be time limited (use or lose) • Smaller employers wont have access to levy potand will continue to have cash fee • Digital voucher system for all employer size • Payments planned to start from April 2017 • Will require a new IT system to manage the levy potand voucher application system All this could simply be a way to 100% fund an apprenticeship using the existing Trailblazer pilot method (with employer incentives) via the SFA @nicklinford
How BIS see it working (para 18) … I predict biggest government headache will be building an online system which manages an employer levy pot based on payments to HMRC + This is only for ‘larger employers’, so unlikely to feel simple to providers (if that matters) @nicklinford
