Focused on (re)engaging the family into community based services Preparing for appointments Processing through transition Securing appointments Address symptom reduction Time limited Focused on skill strengthening Provided based on an evaluation of need Part of a comprehensive plan of care Provided in the community IIC and BA Services

  3. IIC is Not: “In Home Therapy” delivered in the home only for the convenience of the family A long-term service BA is Not: A way to get supervision for the youth to get him/her out of the house A long-term service A substitute for individual and/or family therapy Mentoring IIC and BA Services

IIC/BA Authorization Pattern The preparation for the family’s transition to community based services starts at the beginning of IIC services and is the focus of treatment throughout Authorization for IIC Active IIC Treatment Period *E-A-T-T Plan of Care justifies need for BA IIC links youth to community based svcs. BA is authorized after 60 days of IIC IIC and BA Services

  7. USER PURPOSE What Assessment Tools Are Used? Crisis Assessment Tool (CAT) Needs Assessment (Needs) Strengths & Needs Assessment (SNA) DCBHS, DYFS, JJC, & Providers CMO, YCM, Residential Providers MRSS Referral, Level of Care Determination Child and Family Team Planning Crisis Planning

Initial Community Assessment Template A completed ICA is required to be submitted along with a Needs Assessment IIC providers must be certified by DCBHS to conduct a Needs Assessment to complete the Initial Community Assessment Assessments must be performed in clinically appropriate, non-office settings according to family need and preference Assessments must be typewritten on the ICA Template and autofaxed to ValueOptions within 10 business days of referral date IIC and BA Services

  9. What are the three levels of IIC service? Clinical – Licensed clinical professional *Professional – Master’s degree *Supportive – Bachelor’s degree *the regulations concerning levels of service are currently under review IIC Services

  10. Who is eligible to receive these services? Any child, youth, young adult or family with moderate- to high- level needs receiving services from DCBHS is eligible for IIC and/or BA services We serve youth and families who are and are not eligible for Medicaid/NJ Family Care IIC and BA Services

  11. Who is qualified to provide IIC and/or BA services? Individuals who are clinically licensed (LCSW, LPC, LMFT) or are under the supervision of a clinically licensed professional Agencies or mental health practices that employ a clinically licensed professional IIC and BA Services

  12. What are the minimum credentials for IIC providers? Clinical Services Level: NJ Clinical Licensure as: Psychiatrist Marriage and Family Therapist Psychologist LPC Advance Practical Nurse (mental health) Clinical Mental Health Counselor LCSW Rehabilitation Counselor IIC Services

  13. What are the minimum credentials for IIC providers? Clinical Supervisor: NJ Clinical Licensure as noted previously One year of relevant experience in the provision of mental health services to children and families IIC Services

  14. What are the minimum credentials for IIC providers? Professional Services level*: Must be supervised by a clinical supervisor as described Master’s Degree in related field, including, but not limited to: Social Work Counseling Psychology Nursing One year of relevant experience in the provision of mental health services to children and families *the regulations concerning levels of service are currently under review IIC Services

  15. What are the minimum credentials for IIC providers? Supportive Services level*: Must be supervised by a clinical supervisor as described Bachelor’s Degree in related field, including, but not limited to: Social Work Counseling Psychology Nursing One year of relevant experience in the provision of mental health services to children and families *the regulations concerning levels of service are currently under review IIC Services

What are the minimum credentials for BA providers?* High School diploma/equivalent 21 years of age One year of relevant experience in the provision of mental health services to children and families *the regulations concerning minimal credentials for BA providers are currently under review BA Services

  17. What is the process to enroll as a provider? Medicaid shares this provider number with Value Options Prospective Provider sends application to DCBHS DCBHS certifies the application and forwards it to Medicaid Provider Enrollment Unit Medicaid processes the application and issues a provider number to the applicant IIC and BA Services

  18. How does a provider get referrals? BA/IIC New providers get referrals by making themselves known to the requestor agencies IIC and BA Services

  19. Who are the requestor agencies? Referrals may come from any of these four entities CMO MRSS CSA YCM IIC and BA Services

  20. What is the IIC Service Plan? A written plan that includes the following: Specific interventions with definable outcomes Identified strategies Specific timeframes Credentials of person(s) rendering each service Provisions to assure sustainability and normalization IIC Services

  21. What is the BA Individual Service Plan? A written plan that is: and includes the following: Developed and periodically reviewed by a licensed clinical professional Implemented by a Behavioral Assistant Definable outcomes or goals Specific target behaviors Recommendations for specific intervention strategies Documentation of progress toward meeting outcome or goal Specific time expectations for achievement of goals BA Services the BA ISP has been standardized effective November 12, 2007

  22. What are the general record keeping requirements? Records needed regarding employees: Criminal background check Verification of New Jersey clinical licensure Verification of experience working with youth and families Verification of a valid driver’s license IIC and BA Services

  23. For services provided to Medicaid/NJ FamilyCare eligible youth: A completed CMS 1500 form Send original to Medicaid directly Service Delivery Encounter Documentation form Keep original in youth’s file for future auditing purposes For services provided to 3560 eligible youth: CMO Youth A completed CMS 1500 form Send original to Medicaid Service Delivery Encounter Documentation form Send original to CMO; keep copy in youth’s file CSA, MRSS, YCM Youth A completed CMS 1500 form Send original to requestor agency Service Delivery Encounter Documentation form Keep original in youth’s file for future auditing purposes

  24. What are the billing guidelines for these services? Units billed may include face to face contact only, not travel time, paperwork, collateral contacts, etc. Providers must make themselves available to provide the number of units that are authorized according to family need and preference Providers may only bill for face to face services in the community, not in an office setting IIC and BA Services

  25. How are providers reimbursed? Reimbursement is on a fee-for-service basis Services must be authorized by the CSA to be eligible for reimbursement Rates of reimbursement: Behavioral Assistance Services $39/hour IIC – Bachelor’s Level* $73/hour IIC – Master’s Unlicensed Level* $85/hour IIC – Clinically Licensed $113/hour *currently under review IIC and BA Services

  26. Site Review Process DCBHS and Medicaid will conduct joint site visits to monitor compliance IIC and BA Services
