MRGO Closure Status Next Steps & Status • USACE & State negotiate and sign MOA • Plans & Specifications for Closure Structure at Bayou La Loutre are Complete • Repair IHNC Lock • Baptiste Collette is being dredged – est. completion by 30 June • IHNC Lock is scheduled to be de-watered Aug 1 – Oct 1, 2008 • MRGO will not be physically closed until the IHNC Lock is operable • IHNC contingency working group • Navigation stakeholders and District Operations staff establishing contingency plans for service interruptions at IHNC Lock • Complete Environmental Clearance for Closure Structure • Record of Decision on LEIS is ready for signature by the Assistant Secretary of the Army for Civil Works • Construct the closure structure • Target contract award late summer 2008 • Target completion by June 1, 2009

State of the System • NOLA storm surge protection exceeds pre-Katrina levels; area has better protection than ever before. • The Corps has made significant progress and continues to work to meet our 2011 goal for 100-year level of protection • Corps awarded largest civil works design-build contract in Corps history on April 3, 2008 ($700M) • Funding Status • $7.1 B appropriated to date; FY 2009 budget requests additional $5.7 B which includes funds to reach 100-year level of protection • Total federal commitment of $12.8 B

Construction Status • Total expected construction contracts: ~325 • Awarded 150+ construction contracts for $2.1B • Overall Program Estimate: ~$14.6B • 47 construction contracts worth $1.4B ongoing 2008 and Beyond • 2008 – Anticipate awarding about 40+ contracts for around $2B • Awarded IHNC Surge Protection w/Advance Measures • Award 30+ contracts for Levees, Floodwalls and Armoring • Award 3 contracts for pump station repairs • Award 3 contracts for SELA (interior drainage)

  7. conceptual rendition IHNC Surge Protection Objectives: • Provide protection to New Orleans East / New Orleans Metro / IHNC-MRGO / St. Bernard area. • Complete protection by 2011 with advanced measures (risk reduction) by June 2009 Status • Awarded 3 APR 08 a design-build contract to Shaw E&I for $695M – largest in Corps history • Formal partnering sessions 24-25 APR 08 • Wide stakeholder engagement • Environmental Compliance process ongoing, completes in July 2008 • Scheduled to begin construction late summer 2008

  8. 2008 Hurricane Season System Improvements • Outfall Canal Closures – Pumping capacity raised to 16,000 cfs • London Ave. Canal – Load Test enabled raising SWE to 5 ft., increasing carrying capacity by 30% • Levee raising projects underway around the system; St. Charles, Jefferson, Orleans, St. Bernard and Plaquemines Parishes. • Floodwall construction and stabilization – New floodwalls under construction to 100-year standards. Interim measures applied to stabilize and strengthen existing I-walls.

  9. 2008 Hurricane Season System Improvements • Strengthened transitions and armored floodwalls • Grass along MRGO to prevent erosion • Repairing non-federal pump stations (18 complete, 7 in construction and 5 in design) • Storm proofing 32 existing interior drainage pump stations in Jefferson and Orleans Parishes • 5 Safe houses in Jefferson Parish
