Overview • The key projects in the 100 days following the Fifth Parliament State of the Nation Address (SONA) was carried in the Minister’s Budget Vote speech and effectively budgeted for and implemented through Human Settlements programmes and projects. • The available human capital was reassigned to focus at building enabling organizational configuration to carry the mandate. • The presentation is an update on work done to date Confidential

  4. Mining Towns and SONA We had also made a commitment in last year’s SONA to revitalise distressed mining towns and a lot of progress has been made. A total of 2.1 billion rand has been ring-fenced for this purpose with 290 million rand approved for Informal Settlement Upgrading in Mpumalanga, North West, Gauteng, Northern Cape, Limpopo and the Free State. One hundred and thirty three (133) informal settlements are being assessed or prepared for upgrading through the National Upgrade Support Programme. Thirty two (32) settlements are being upgraded and eighty seven (87) housing projects are being implemented across the prioritised mining towns. Importantly, Government, the mining sector and the Banking Association of South Africa signed a Social Contract for the development of sustainable human settlements. Revitalisation of Mining Towns - Informal Settlement Upgrading (SPP) Based on the rapid assessment informal settlements are categorised as follows: A: Full Upgrading = Rapid Formalisation, full services. NATIONAL UPGRADING SUPPORT PROGRAMME (NUSP) OBJECTIVE : To strengthen the nationwide approach to informal settlements upgrading through- • Promoting incremental upgrading • Strengthening capacity of Govt and professional practitoners and • Providing technical capacity and support to provinces and municipalities Confidential

Military Veterans • Following the announcement to restore the dignity of Military Veterans, the Department concluded a Memorandum of Understanding (MoU) with the Department of Defence and Military Veterans. • The focus is on subsidy administration, size of the unit, running projects, subsidy top-up allocation and empowerment Confidential

THE DATA BASE • DMV has established a Data Base; • The Data Base is the only source from which beneficiaries are identified; • The first 5 854 applicants were preloaded and tested against the HSS and the results were reported to DMV; • The HSS has also been adjusted in line with the latest qualification criteria of R125 000 per annum Confidential

YOUTH PROGRAMME • The programme was launched as a flagship HS Youth programme on 2 December 2014 at Savannah City. • Implementation is scheduled to commence on 1 April 2015 • Programme seeks to align roll out of 1.5 HS opportunities & youth development through: • - Jobs & economic opportunities; • - Training, reskilling & Education • - Creation of viable partnerships • Opportunities to be identified from the entire HS value chain Confidential

SONA INPUTS • Implementation of “One Learner – One Estate Agency” - Provide structured on the job learning for a year, - Facilitate employment of trained youth • Implementation of “NYS Artisan Development and Professional Development - Provide Life Skills and Technical Training - Render community service through practical building of houses under supervision - Implementation of Exit Opportunities & job placement Confidential

PROGRESS TO DATE • “One Learner – One Estate Agency” - The advertisements for a Learnership and an Internship was run in December 2014, • January 2015 closing date was extended to allow for more youth to get the opportunity • All provinces are participating. • EAAB is ready for 1 April 2015commencement date Confidential

PROGRESS TO DATE • “NYS Artisan Development & Professional Development” • The target of 2000 per annum will be met • Training budget is in place • The Department is finalising acquisition of stipends • Provincial projects identified, phased approach will apply. • 1 April 2015 commencement will apply.
