Public vs. private sector services Voluntary vs. compulsory standards Separate vs. coordinated NQI institutions ISO vs. GOST There are 4 major issues:
ISSUE: Should government own labs and offer services itself, or simply assure this is done adequately by private sector and Public Private Partnerships? RECOMMENDED PRINCIPLE: Government should assess & assure the quality. Tendered PPPs based on Service Level Agreements JUSTIFICATION: Inadequate state finance for necessary investment. Private sector is more innovative/efficient. Services purely on fee per use basis. 1. Public vs. private sector services
ISSUE: To what extent standards etc. be compulsory or obligatory? RECOMMENDED PRINCIPLE: Standards should be voluntary, drafted in consultation with business & stakeholders. Technical Regulations concerning health and safety must be mandatory (target to achieve not the how). JUSTIFICATION: Maximum room for innovation with minimum risk. Standards are popularly used & often updated. Technical Regulations should be simple, enforceable & refer to standards. 2. Voluntary vs. compulsory standards
ISSUE: To what extent should NQI institutions be independent or under one roof? RECOMMENDED PRINCIPLE: Structure chosen must fulfill international standards on independent management, sustainable financing etc (ILAC etc.). Avoid conflicts of interest. Ministry assures system works in interests of business & consumers. JUSTIFICATION: Without internationally recognized NQI national companies will be disadvantaged. Reduce corruption, overstaffing & make-work! 3. Separate vs. coordinated NQI
ISSUE: Should KR support International or GOST standards? RECOMMENDED PRINCIPLE: Phase in intl. standards giving business time to adjust. Parallel systems for limited transition period (4 years). Companies choose according to their market needs. Produce national standards only where really necessary. State incentives for ISO. JUSTIFICATION: WTO adheres to ISO/ILAC etc. China follows ISO. Integrate KR into global value chains. Reduce dependency on CIS markets. Better consumer protection. 4. ISO etc. vs. GOST
Draw up 5 year vision, business models, road map, and budgets for NQI. Small working group of state NQI directors (not underlings), backed up by ministry, national & international consultants. Presentation in 6 weeks to minister &/or provisional government. Recommended next step
Eat the competitors ! Make Kyrgyzstan the Singapore of Central Asia!
