VLM It began in a General Assembly, not long ago… • Origins in 2013 session (SEA 519 & HEA 1391) • Part of a comprehensive set of state voter list maintenance activities • IED required to conduct a state-funded residency address confirmation mailing to each active voter in Indiana during each even-numbered year • VLM is not a stranger to the state or counties (2006 and ongoing)
Helpful VLM Tips • State’s process reflects bipartisan work • Avoid language like “voter purge” • Be clear and open with public that process is underway • Concerned voters can verify their correct registration after Aug. 6th, prior to Oct. 7th by calling or checking IndianaVoters.com • In fact, voter registrations stay healthy when people confirm their registration and vote
VLM: first postcard • State partnered with both ES&S and Quest for program • Sent a statewide mailing to all active voters on file in May. This postcard said: “Dear Hoosier Voter, Tuesday, November 4, 2014 is Election Day! Visit www.IndianaVoters.com , where you can do the following: -Register to vote (including changing your name and address). -Confirm you’re registered to vote (including changing your name and address). -Find your polling place for Election Day. -Find out how to be a paid poll worker. Thank you!
VLM: second postcard • If the post card was returned by USPS as undeliverable due to Unknown or Insufficient Address (IC 3-5-2-49.7), a second mailing was issued requesting response by July 24th, 2014. • This second mailing was considered an address confirmation mailing. • Unlike first mailing, voter had to take action by completing, signing, and mailing the self addressed, postage prepaid detachable postcard.
VLM: second postcard Voter was asked to select only one: • The above residence address is my current residence address. • I have moved my residence OUTSIDE of (county). (Please contact your new county voter registration office to register to vote.) • My residence address has changed WITHIN (county) to: _______________________.
VLM Information • Data collected from second mailing has been compiled into electronic files in SVRS hoppers. • 450,208 pieces returned by USPS. 47,493 returned by voter. • Quest has provided training and additional material about hoppers on the county portal. • Counties are underway in processing these hoppers, with a stop date of August 6th, according to Federal law.
